In these times of crisis, the hunt for unnecessary expenses is open on the side of the Nice municipality, which has decided to launch a major anti-waste operation ranging from energy savings to the optimization of the vehicle fleet and including the pooling of services between the city of Nice and the Nice Cรดte dโAzur Urban Community.
Here are the 10 announced measures:
1 โ Achieving energy and fluid savings
Installation of photovoltaic panels to reduce energy bills while respecting the environment.
Implementation of a fluid consumption monitoring policy (โฌ500,000 saved by connecting certain fountains to raw water and through various repairs).
Development of electric vehicle acquisitions and delivery of the first electric scooters.
2 โ Optimization of the Cityโs vehicle fleet and reduction of related costs
15% reduction in the number of administrative vehicles and parking cards.
Generalization of eco-driving courses for agents to learn fuel-saving driving.
Development of alternative means of travel
3 โ Use of technology to pay less
Development of the dematerialization program of documents to limit paper consumption.
Launching of voice over IP as part of the Digital City, operational in the first quarter of 2010 (agents will communicate via computers, ending telephone consumption expenses).
4 โ Continuing service pooling between the City and NCA
Framework agreement for pooling adopted (850 agents concerned, pooling of human resources, IT, logistics, and general resources…).
5 โ Partnerships with other communities for certain services, notably with the General Council
GIS partnership between Nice Cรดte d’Azur and the Alpes-Maritimes General Council and application with the mapping portal.
Creation of purchasing groups between communities to achieve economies of scale (Economat, etc.).
6 โ Optimization of the usage of the administrative premises of the Town Hall and NCA
Development of new, better-adapted premises to end leases and optimize space usage. Favor assets where the community is the owner.
Renovation, leasing, or sale of vacant assets program.
Implementation of the St Roch Hospital Project.
7 โ Optimization of in-house creation and work by the City and NCA workshops
Do not automatically resort to private companies, favor in-house work to achieve quality services at lower cost.
8 โ Creation of the F.R.A.T: Fast Action Work Force
Creation of this common cell for the City and NCA, composed of agents from different trades, will intervene urgently, like the FRAP, for all minor works and help limit the resort to companies and achieve savings.
This unit will also be associated with larger-scale works or small creations (bench, table…).
9 โ Solicitation of agents and Niรงoise/Niรงois to find savings sources
Creation of internal Quality Circles (gathering of agents and reflection on service functioning optimization).
Launch of an idea contest for Niรงoise/Niรงois (each idea generating real savings is rewarded with tickets for shows).
10 โ The example set by elected officials and the Mayor:
Reduction of parking cards allocated to elected officials and commitment to limit vehicle use.
