This summit brought together the Heads of State and Government of the European Union and Russia at the Prefectural Palace and was concluded by the signing of the Treaty of Nice.

As part of the French presidency of the European Union from 1 July to 31 December 2008, the informal meeting of Finance Ministers and central bank governors was held in Nice on 12 and 13 September 2008.

The Finance Ministers and central bank governors of the 27 EU countries gathered for this international meeting.

– 7th Conference of Euro-Mediterranean Ministers of Industry on 5 and 6 November 2008

The 4th ministerial summit organized in the Alpes-Maritimes department as part of the French presidency of the European Union (Jai in Cannes on 7 and 8 July, Ecofin in Nice on 12 and 13 September, the future internet in Nice on 6 October), EUROMED hosted about 40 delegations, several led by a minister.

– 22nd EU-Russia Summit on 14 November 2008

This 22nd meeting will bring together Nicolas Sarkozy, President of the French Republic, and Dmitri Medvedev, President of the Russian Federation, at the Prefectural Palace in Old Nice, a city with strong historical ties to Russia.

The 22nd European Union-Russia summit will be organized as follows:

– 10:25 AM: restricted meeting
– 10:50 AM: plenary session
– 12:15 PM: press conference
– 1:00 PM: working lunch

USER INSTRUCTIONS

A tailored arrangement for the event that combines a high level of security with the continuity of everyday life for the people of Nice. The organization of this new international meeting aims to reconcile the activity of everyone with a high level of security.

GOOD ADVICE

– Avoid the area of Old Nice and the surrounding traffic routes all day on 14 November.
– Avoid engaging on Avenue des Phocรฉens and Boulevard Jean Jaurรจs, where traffic is likely to be significantly slowed down.
– Prefer the use of public transport.
– Urban transport: all lines will operate, including the tramway, though delays are possible.
– Interurban transport: Given the road closures, all routes of the concerned lines will be modified. Travelers should contact the bus station and transport companies to learn about routes and stops.
– Friday, 14 November, the bus station will remain open. However, the schedules of certain lines could be disrupted.

Attention: Traffic on the A8 may be temporarily disrupted on Friday, 14 November. The exit of interchange No. 50 “Nice Promenade” (France-Italy direction) may be temporarily closed between 9:30 AM and 10:00 AM. Motorists heading to the airport should take these possible disruptions into account.

For real-time information on traffic conditions, motorists are advised to listen to France Bleu Azur 103.8 FM or Radio Trafic FM on 107.7 FM.

TRAFFIC AND PARKING

Security Perimeters

To meet security requirements and limit obstacles to free movement, a tailored security arrangement will be implemented. Certain areas of the city will be under high surveillance, which may cause inconveniences on 13 and 14 November 2008.

Attention to minimizing the impact on the population was maintained throughout the development of the arrangement.

Three zones are defined on the site:

1. A protest prohibition zone that corresponds to an enlarged perimeter extending from the Mรฉridien Hotel to Place Garibaldi, passing through Place Massรฉna and Old Nice, and also including the Paillon coverage, from La Tรชte Carrรฉe to Place Massรฉna. This zone is bordered by the following roads:

– Promenade des Anglais, Rue Halรฉvy, Rue Gabriel Faurรฉ, Avenue de Suรจde, Avenue de Verdun, Place Massรฉna, Avenue Fรฉlix Faure, Boulevard St Jean Baptiste, Traverse Barla, Traverse Klein, Traverse Flandres-Dunkerque, Allรฉe Rรฉsistance et Dรฉportation, Place Garibaldi, Rue Sรฉgurane, Rue Foresta, Place Guynemer, Quai Rauba Capeu, Quai des Etats-Unis, Avenue des Phocรฉens.

In this zone, no public highway protests are allowed; however, traffic and parking are permitted.

2. A traffic restriction zone corresponding to a more restricted perimeter where the movement of motor vehicles or two-wheeled vehicles is prohibited, except with special authorization from the Chief of the arrangement. The movement of pedestrians is subject to particular vigilance.

This zone is enclosed by the streets:

– Rue St Franรงois de Paule, Rue Desboutin, Rue de lโ€™Opรฉra, Place Fontaine du soleil, Rue Alexandre Mari, Rue Bosio, Descente Crotti, Rue de lโ€™Abbaye, Rue Saint Gaรฉtan, Cours Saleya, Porche Charles Fรฉlix, Rue Gassin, Rue Milton Robbins, Rue Sulzer, Rue Brรฉa, Rue Vanloo, Citรฉ du Parc, Rue de la Prรฉfecture.

3. A traffic prohibition zone where movement is strictly forbidden to all vehicles except authorization granted only to subscribers of the Saleya, Palais, and Corvesy Parkings.

It is defined by:

– Rue de la Prรฉfecture, Place du Palais, Rue du Marchรฉ, Rue de lโ€™Abbaye, Rue Saint Gaรฉtan, Place Pierre Gautier, Rue Bosio.

PARKING

From Thursday, 13 November 2008 at 9:00 PM to Friday, 14 November 2008 at 5:00 PM, parking will be prohibited, including for two-wheelers and GIG-GIC, in the Old Nice area.

Below is the detail of affected traffic roads: Rue Saint Franรงois de Paule in its entirety, Rue Desboutin, Rue Alexandre Mari in its entirety, Rue Gassin, Rue Bosio, Rue de lโ€™Hรดtel de Ville, Rue de lโ€™Opรฉra, Rue Sulzer, Quai des ร‰tats-Unis, Rue des Ponchettes in its entirety, Rue de la Citรฉ du Parc, Rue de lโ€™Abbaye, Rue Saint Vincent, Rue Colonna dโ€™Istria, Rue de la Prรฉfecture in its entirety from bd Jean Jaurรจs to Rue Saint-Gaรฉtan, Rue Saint Gaรฉtan, Place Pierre Gautier, Rue Brรฉa, Rue Vanloo, Rue Milton Robbins, Rue Gubernatis, Avenue de Verdun between Avenue de Suรจde and the promenade, Rue du Marchรฉ from Rue de lโ€™Abbaye to Rue de la Prรฉfecture, Rue des Phocรฉens, Porche de la Porte Royale (two-wheelers) and Place du Palais de Justice (two-wheelers).

NOTICE: Parking may also be restricted around accommodation areas.

These prohibitions will be signposted with municipal stop notices on the site.

It is highly recommended that motorists are well-informed about these parking details.

TRAFFIC

On Friday, 14 November, from 7:00 AM, traffic will be prohibited for all vehicles, except by express permission granted by the Chief of the sector, in the following streets: Rue Desboutin, Rue de lโ€™Opรฉra, Rue Saint Franรงois de Paule, Rue Louis Gassin, Promenade des Anglais, south and north lanes, by order, at the time of processions, Rue Alexandre Mari, Rue Bosio, Descente Crotti, Rue de la Prรฉfecture, Rue Sulzer, Saint Gaรฉtan, Rue Saint Vincent, Rue Colonna dโ€™Istria, Rue Vanloo, Rue Brรฉa, Rue Milton Robbins, Callada Escoffier, Rue du Marchรฉ, Citรฉ du Parc, Place Rossetti, Rue de lโ€™Hรดtel de Ville, Place Pierre Gautier, and Rue de lโ€™Abbaye.

IMPORTANT: Law enforcement may allow until 8:30 AM the drop-off of children from the Saleya school and access to the Corvesy parking.

In the red zone (delimited by Rue de la Prรฉfecture, Place du Palais, Rue de lโ€™Abbaye, Rue Saint Gaรฉtan, Place Pierre Gautier, Rue Alexandre Mari up to Rue Bosio), user traffic is completely forbidden.

In this area, pedestrian movement without a badge is prohibited. However, residentsโ€™ occasional emergency access or parking at Saleya, Corvesy, and Palais will be allowed with the sector Chiefโ€™s agreement.

Traffic for all vehicles will be very difficult in the Old Nice sector throughout the day on 14 November.

The 22nd European Union-Russia Summit:

Maritime Regulations

In addition to terrestrial security measures, navigation and mooring will be regulated from Thursday, 13 November at 2:00 PM to Friday, 14 November at 5:00 PM within a maritime zone extending from the airport to Quai des Etats-Unis (see attached map).

PEDESTRIAN ACCESS

Pedestrian movement may be temporarily regulated near the Prefectural Palace.

DELIVERIES IN THE OLD NICE SECTOR

For security reasons, commercial deliveries must be facilitated the day before the event and will no longer be allowed on Friday, 14 November 2008 after 7:00 AM.

MAINTAINING THE MARKET ON COURS SALEYA

To minimally disrupt the commercial activities of Cours Saleya, the market is maintained. However, exhibitors located on Place Gautier will be relocated to Cours Saleya.

SUGGESTED ITINERARIES

– To drop off students at Nikaรฏa school
Use public transportation, then walk via Boulevard Jean Jaurรจs, Descente Crotti, and Rue de la Prรฉfecture.

– To visit the town hall (if it is impossible to postpone this procedure)
Prefer public transportation and park preferably in the parking lots near Old Nice.
Remember to bring identification documents.

INFORMATION FOR USERS:

All city variable message panels will provide information.

Given the particular importance of this event and the security requirements due to the presence of authorities, inevitable disruptions are to be expected on axes close to Old Nice.

The Prefect has paid particular attention to minimizing disruptions to the life of people in Nice while ensuring a high level of security for the authorities.

The arrangement will be lifted by the Prefect of Alpes-Maritimes at the end of the event.

OTHER RESTRICTIONS

On all axes used by the delegation processions, any demonstration will be prohibited (see perimeter map).

TRAFFIC: RAILROAD AND ON THE A8:

On A8: It is strongly advised to follow the information displayed on variable message panels and on Traffic FM 107.7.

Attention: Traffic on A8 may be temporarily disrupted on Friday, 14 November.

The exit of interchange No. 50 “Nice Promenade” (France-Italy direction) may be temporarily closed between 9:30 AM and 10:00 AM.

Drivers heading to the airport should consider these potential disruptions.

On the SNCF network: No changes are planned regarding schedules.
