The history of so-called toxic loans has continued to interest the Azurean region. After the unfolding of this case in Nice, where the town hall finally decided to file a complaint against Dexia, it is now Menton’s turn to be called upon to make decisions on this matter. Apparently, according to Renaud Marson (PS spokesperson for the area and member of Anticor, the association that has been very active on this case), the attitude of the Mayor of Menton will not be the same as that of his neighbor in Nice. The law of July 17, 1978, recognizes everyone’s right to obtain communication of documents held by an administration. And that is exactly what took me in late January 2013 when I dared to ask Jean-Claude Guibal for copies of the various loans and swaps related to the current debt of our beautiful town of Menton.

On May 14, 2013, the commission for access to administrative documents (CADA) issued a favorable opinion on the request filed:

Renaud MARSON appealed to the commission for access to administrative documents, in a letter recorded by its secretariat on April 3, 2013, following the refusal from the Mayor of Menton to his request (โ€ฆ) The commission considers that these documents are communicable to anyone who requests them, in application of Article 2 of the law of July 17, 1978. It therefore issues a favorable opinion.

If we know that in Menton, the culture is not one of transparency or communication of documents (example of the audit on the Tourist Office), it is important to explain the cause on this sensitive issue.

After having sworn and spat that the city of Menton had never contracted toxic loans, the newspaper Libรฉration finally revealed a list of the different cities in France concerned, which made our dear Deputy-Mayor come out of the woodwork.

After wanting to quietly renegotiate the various so-called toxic loan contracts, it seems indispensable today to know what mess we, the taxpayers of Menton, are in. What we do not understand today is the method, which is rather favorable to the banking establishments that has been chosen.

Indeed, beyond the rates that are going to further burden our city’s finances, no local authority negotiates without assigning the concerned bank anymore! Indeed, to assign the banking organizations was the guarantee for the city to establish a balance of power that often turns in the communes’ favor.
