On the eve of the municipal council meeting, Patrick Allemand, on behalf of the group “A different future for Nice,” revisited the situation of Semiacs, particularly concerning the report by the Regional Chamber of Accounts which highlighted a number of administrative and factual irregularities in its report.
“Irregularities that have nothing to do with the criminal case involving the former director Mr. Alonzo,” explained the socialist representative.
According to him, the conclusions of this report are damning: They range from “a lack of oversight by the city, the majority shareholder,” to “an outdated Human Resources management,” “the rules of public procurement were systematically violated,” and finally, “the municipality and the metropolis made over 10 million euros worth of irregular orders through SEMIACS!”
The conclusion falls like a guillotine: “the magnitude and recurrence of the observed irregularities render any simple ad-hoc recommendations irrelevant.”
The CRC concludes with: “In accordance with the law, everything must be included on the agenda for the nearest meeting of the assembly, be attached to the invitation sent to each of its members, and give rise to debate.”

Patrick Allemand critically recalls: “We had a municipal council on September 18, 2015, and this report was not included on the agenda even though it was in the possession of the mayor of Nice and the law requires it. We had another on February 5, 2016. We are now on the third council meeting scheduled for April 1, 2016, and the Semiacs report is still not on the agenda.”
The question is simple: why such sleight of hand? Wouldn’t it be better to be completely transparent on such a delicate matter instead of pretending nothing is happening, hands in pockets?
