Aware of the stakes involved in the enhancement of the private housing sector, the Nice Côte d’Azur Metropolis committed itself as early as 2008 to tackling substandard and vacant housing by implementing its first General Interest Program lasting 5 years (2008-2013). Thanks to this initiative, 662 housing units were rehabilitated within the territory of the former urban community.

Landlord or occupant owners can receive assistance to rehabilitate their housing, fight against energy poverty, return their vacant housing to the market, etc.
Who can benefit from this program?
All private property owners with assets to renovate within the territory of the Nice Côte d’Azur Metropolis:
- Owners occupying their housing (and tenants under conditions) following resource conditions;
- Owners who rent their housing or wish to re-let a vacant housing unit in return for a regulated rent.
To qualify for these aids, owners must meet the following conditions:
- Occupant owners must meet the resource requirements and commit to staying in their housing for 6 years;
- Landlord owners must commit to renting the rehabilitated housing for 9 years at a regulated rent. Three levels of rent are offered. They also benefit from attractive tax deductions.
What works can be financed under the PIG?
The planned works must meet at least one of these criteria:
- Renovation works to remedy deterioration;
- Adaptation works due to age or disability;
- Thermal improvement works to reduce costs and improve comfort.
Warning: The housing must be more than 15 years old, and the grant application must be submitted before the commencement of works.
What are the advantages?
Significantly reduced remaining cost after works.
- For occupant owners: aids ranging from 50 to 100% of the cost of the works;
- For landlord owners: aids ranging from 20 to 80% of the cost of the works.
What support is provided?
Owners benefit from free personalized support on technical, financial, legal, health, and social aspects provided by a specialized service provider. A dedicated team, “CitéMétrie”/“API PROVENCE”, is mobilized and travels across the entire territory of the Metropolis to support and simplify the owners’ procedures.
It is the “CitéMétrie”/“API PROVENCE” team that submits a unique grant application file to the Metropolis (for the partners’ attention) on behalf of the owners. Of course, owners are free to choose their company(ies). The team can provide advice on prices and the compliance of the estimate for their file.
