Françoise Souliman elected to the presidency of Côte d’Azur Habitat

The first deputy mayor of Nice takes the helm of the main social housing provider for the Nice Côte d’Azur Metropolis, in a context of high tension over social housing.

Françoise Souliman was elected president of Côte d’Azur Habitat, Monday, May 18, 2026. The decision was made by the board of directors of the main social housing provider for the Nice Côte d’Azur Metropolis. The public agency manages over 21,000 housing units and supports nearly 47,000 residents in the territory.

First deputy mayor of Nice, second vice-president delegated for housing and relations with state services at the Nice Côte d’Azur Metropolis, former prefect of Meurthe-et-Moselle, Françoise Souliman takes over the organization in a context marked by difficulties in accessing social housing. She thus succeeds Anthony Borré, also former first deputy under Christian Estrosi’s presidency at Côte d’Azur Habitat, a position he held since August 2020. The now opposition municipal councilor is thus leaving the helm of the agency.

In a statement, Éric Ciotti “welcomes this election and salutes the background, experience and commitment of Françoise Souliman in the service of the public interest.”

New governance for social housing in Nice

This election comes as the timelines for allocating social housing continue to lengthen in the metropolitan territory. The new governance will need in particular to strengthen the efficiency of Côte d’Azur Habitat, improve the service provided to tenants and accelerate rehabilitation and modernization operations of the social housing stock.

The construction of housing intended for active workers is also among the stated objectives. An approach presented as a response to the needs of people working in Nice and facing difficulties finding housing in the municipality.

In a city where the housing issue remains central for families, young professionals and seniors, this appointment opens a new chapter for Côte d’Azur Habitat.
