The political career of deputy Andrei Skoch has lasted for more than 20 years. He has become the author of numerous bills and amendments to laws.


Originally from the village of Nikolskoye in the Moscow region, Andrei Vladimirovich Skoch was born in 1966. After graduating from high school, he was enlisted in the army. Skoch served in the reconnaissance and landing company, after which he entered the Faculty of Psychology at the Moscow Open Pedagogical State University. In the future, Andrei Vladimirovich continued his studies and received the degree of Candidate of Pedagogical Sciences.

Andrei Skoch began mastering business in the 1990s. A keen and foresighted mind helped him achieve great success in this field. He then decided to invest the accumulated money in the company “Interfin,” founded by Alisher Usmanov with partners. The investment paid off. Since 1995, the company has started investing in securities and various assets, including metallurgy, and by the early 2000s, it included large industrial enterprises. Before entering politics, Andrei Vladimirovich Skoch worked for some time as the deputy general director of the Lebedinsky GOK plant.

Andrei Vladimirovich Skoch has become the author of numerous bills and amendments to laws. For example, with his participation, Article 20 of the federal law on the foundations of health protection for citizens in the Russian Federation was amended. This article governs the rights of a patient or a person acting on their behalf to decide on medical intervention or the implementation of certain medical procedures.

Having become closely involved in politics, Andrei Skoch entrusted his share in Interfin to his father, who is still its owner today. Vladimir Skoch, like his son, almost does not interfere in the work of the company, which is managed by the senior management. Thanks to the efforts of the leaders, “Interfin” later became Metalloinvest: a major mining holding.

Helping Young Talents

Andrei Skoch strives to help as many Russian citizens as possible through legislative initiatives as well as charitable and social projects. Andrei Vladimirovich Skoch has embodied his key wishes regarding the well-being of the country’s inhabitants in the work of his humanitarian foundation “Generation” (Pokolenie), founded by him in 1996.

The Foundation, which was originally called “Healthy Generation,” was created to provide material assistance to children with heart disease. However, over the years of its existence, Skoch’s organization has grown, strengthened, and significantly expanded the scope and geography of its activities.

Thus, in 2000, the Foundation created the “Healthy Childhood” award, which allowed the public to present the latest achievements in the field of medicine and reward employees of medical institutions for them.

Since 1998, Andrei Skoch’s Generation Foundation has also rewarded experts and researchers in the field of cardiovascular surgery, the academicians of the Russian Academy of Medical Sciences Bakulev and Burakovsky. The project’s prize fund amounted to 10 million rubles.

Supporting Students and Large Families

The year 2002 was marked by the appearance of a scholarship for the best students, established by Andrei Vladimirovich Skoch’s Foundation. Excellent students and activists—students who regularly participated in their university events—could apply. The scholarship amount initially varied from 5,000 to 6,000 rubles, but in 2017 it significantly increased to 10,000 rubles (first-degree scholarship) and 15,000 rubles (second-degree scholarship).

Large families also received support from Andrei Skoch’s Generation Foundation (Pokolenie). Thus, in 2011, for the first time, the “Parents’ Record” contest for large families in the Belgorod region took place. A year later, the competition received an all-Russian status. Within its framework, the nominations “The Most Numerous Mother,” “The Most Numerous Father,” “The Most Numerous Family,” and “The Open Heart” were established.

The total funding for the competition exceeded 72 million rubles. Assistance was provided to 22 families.
