Combatting Incivility: Actions Planned to Better Tackle This Scourge

The city of Nice organized a conference yesterday on growing social practices and incivilities.

This was a first on a national scale because this meeting at the Mediterranean University Center brought together many individuals, such as Christian Estrosi, Mayor of Nice, Pierre-Paul Leonelli, Deputy Mayor, and Dominique Reyniรฉ, University Professor at Political Science, to take stock of and try to understand this phenomenon.


In front of members of neighborhood committees, mayors, and elected officials, Christian Estrosi delivered a speech to combat incivilities in the azure capital. The Mayor wants to thank the work of his majority delegate Pierre-Paul Leonelli, โ€œI want to salute a majority elected official who acts reactively.โ€

In France, around 160 million euros are used in the fight against incivility, and Nice spends about 17 million by mobilizing numerous field teams in town halls and public spaces.

Based on the principle that โ€œincivility is the first step towards insecurity,โ€ Christian Estrosi is committed to pursuing a โ€œZero Toleranceโ€ policy, saying, โ€œNothing should be overlooked.โ€

โ€œ10 years of continuously taking initiativesโ€

On the same topic, the mayor of Nice highlights issues such as the abandonment of dog waste on sidewalks. However, 4 million dog waste bags were distributed in 2018.
In the city, 700 agents and 120 urban cleanliness vehicles are mobilized. According to the Mayor, things must be reviewed, and the outdated regulations through โ€œa waste elimination regulation order and cleanliness and sanitation measures.โ€

Technology to make a difference

The mobile application โ€œAllรด Mairieโ€ will allow people to inform and report the disturbances they can witness in certain areas of Nice. Moreover, the agents will be able to intervene faster.
โ€œAllรด Mairiesโ€ already exists; it is a call number for the service of the citizens of Nice (39 06). A line for those who have questions regarding cleanliness, waste, sanitation, sports building hours, education, or family affairs.

Measures were discussed during the introduction of the conference, such as expanding a call to order to all incivilities, a blitz operation, and the systematic penalization of violations.

Another update is the implementation of signs indicating waste, cigarette butts, and all bulky items at the bottom of buildings and on public roads. โ€œIncivility leads to violence and can tend towards barbarism,โ€ laments Christian Estrosi. He emphasizes the role of all mayors, saying, โ€œWeโ€™re doing everything and the president does the rest,โ€ adding, โ€œParliamentary debates are out of sync with what we do daily.โ€
