Born in La Brigue (1759), he chose a military career during the revolution, after initially being a doctor.
Brave but unscrupulous, promoted to divisional general, he primarily fought in Italy and was later sent to combat the Tyrolean patriots of Andreas Hofer (1809).
After being put on leave, he returned to service during the Campaign of France and died in action defending Soissons (1814).
General Rusca is one of the 558 officers to have his name engraved under the Arc de Triomphe at Place de l’รtoile in Paris.
