“The culture is not inherited, it is conquered,” declared Andrรฉ Malraux during his speech in Athens in 1959. The Regional Council understood this well. In 2003, it implemented a “reading voucher” to enable young people from Provence-Alpes-Cรดte d’Azur to access culture. As this initiative proved positive, the institution created the following year the “cine-reading voucher” to encourage the youth of the region to go to the cinema. It is intended for high school students, university students, apprentices, students of Medical-Educational Institutes (IME), Therapeutic and Educational Institutes (ITEP), Regional Adapted Education Establishments (EREA), and young people supported by a local mission in the region. Available from various places such as high schools, local missions, or CROUS, the “cine-reading voucher” includes four vouchers of 7 euros for reading and four vouchers of 4 euros deductible from the cinema ticket price. Each young person can benefit from only one “cine-reading voucher” per year.

Four hundred and ninety bookstores and cinemas are partners of the operation, and these vouchers are valid from September 1, 2010, to August 31, 2011. In the future, this operation could be extended to include theater and performances.”
