Departmental Council of the Alpes-Maritimes: Eric Ciotti the only candidate for the presidency

Winner last Sunday, the UMP-UDI group will bring Eric Ciotti to the presidency of the Departmental Council this morning. This outcome, largely anticipated, is not really surprising.


However, a novelty will make its arrival in the chamber with the new “pink” group that will ensure the parity required by the new law. We will see if the allocation of delegations follows this same principle (for example, will the first vice-president be a woman?) or if the traditional logic will prevail: be pretty and keep quiet!

Will this election put an end to the figure of the notable, or will it be the beginning of a notability with a feminine silhouette? We know that, sometimes, when women get involved…

Another advancement on the renewal front: some notable figures are giving way to new arrivals.

We can only welcome this, although the end of clanism, and the clientelism that directly results from it, will only be proven with the implementation of a single mandate coupled with a ban on more than two terms for the same public office.

Can we imagine the schedule of Madame Dominique Estrosi-Sassone, senator, deputy mayor of Nice with significant delegations, including the Presidency of the public company managing housing, metropolitan councilor, departmental councilor? This is just the most striking example, even if we know the commitment and effectiveness of the elected official.

Sociologically: what place will the left or, better yet, the various lefts hold?

Although the result from last Sunday allowed the maintenance of the three sensibilities, the haemorrhage is unprecedented in terms of influence networks, financial resources, and militant forces.

Moreover, a socialist, a green, and two communists (who do not seem to adhere to the proto-revolutionary movement) will know how to unite to play the role of modest but serious opponents and avoid becoming auxiliaries, or will they choose the role of “flatus vocis” to whom the floor is given out of duty and listened to out of courtesy?

The FN, despite its undeniable progress and good result, will have no representative in this assembly.

This is the consequence of the majority vote rule. But one cannot deny that this rule involves a lack of representativeness of the electorate.

Finally, Eric Ciotti will have the heavy task of presiding over a collective whose competences are being defined in Parliament. At the head of an almost totalitarian majority, he will choose whether to exercise this mandate with unshared domination or do so in a more egalitarian spirit.

In short, do so following the principles of participatory democracy (the majority assumes its responsibilities and respects the prerogatives of the opposition) or “democracy-tatorship,” when one commands and the other, in the minority, obeys.
