A program worth 9.7 million euros, led by Côte d’Azur Habitat, aims to modernize the 189 social housing units of the Les Sagnes residence, built in 1962. The work, which will last nearly two years, is intended to improve energy performance and the comfort of the residents.
The Les Sagnes residence, located in the western part of the city of Nice, is entering a significant renovation phase. Commissioned in 1962, it comprises 189 social housing units and 154 parking spaces. Its aging infrastructure required a thorough intervention. Côte d’Azur Habitat is initiating a program estimated at 9.7 million euros, approximately 61,000 euros per unit.
This project is part of the public office’s Strategic Heritage Plan 2024-2033, which plans for the renovation of 8,000 homes over ten years. The goal is twofold: to modernize the existing stock and diversify the offer, with the construction of new social housing, student residences, and senior housing.
The renovation of Les Sagnes will allow for a significant energy improvement: the Energy Performance Certificate will increase from D to B. The work planned includes external thermal insulation, the replacement of joinery, and the installation of a mechanical ventilation system. The repair of roofs, refurbishment of facades, and renovation of bathrooms and toilets are also scheduled.
Beyond the housing units, common and outdoor spaces will be rethought. New entrance halls will be created, parking areas will be redesigned, and the surroundings will be secured. Mailboxes will be replaced, and containers repositioned to facilitate everyday use.
The project has obtained the Mediterranean Sustainable Buildings label (BDM) Bronze. This label highlights an environmentally respectful approach, with particular attention paid to reducing water and energy consumption, improving indoor air quality, and limiting construction site nuisances.
A schedule spanning nearly two years
The project will begin in the coming days in September 2025. The initial work will focus on scaffolding, roofs, facades, and common areas. A show apartment will be completed in the fall to allow residents to visualize the outcome.
Interventions in the apartments will then be staggered building by building:
- December 2025 to November 2026 for building 3,
- March 2026 to February 2027 for building 2,
- June 2026 to May 2027 for building 1.
Simultaneously, residential works, including parking, the gate, and green spaces, will take place from June 2026 to May 2027. The final delivery is planned for June 2027.
Côte d’Azur Habitat is implementing a proximity monitoring system to inform and support the residents. A weekly service is provided on Wednesday mornings by a property manager directly in the residence’s lodge. This dialogue space is meant to address questions related to the progress of the work and anticipate any potential difficulties encountered by families.
The social landlord emphasizes that the refurbishment is part of a broader initiative. Since its creation in 1923, Côte d’Azur Habitat manages over 21,000 housing units distributed across 90 municipalities in the Alpes-Maritimes. Its 450 employees work around four missions: renting, renovating, building, and developing. Today, 46,000 people live in its housing stock.
The Strategic Heritage Plan represents a total investment of 330 million euros. Each year, 800 units must be renovated and 200 new units built, some of which under Real Solidarity Lease (BRS). The programs often combine social housing, student residences, and housing for seniors.
The renovation of Les Sagnes illustrates this transformation desire. It aims to provide tenants with housing more suited to current needs, while reducing energy consumption and improving the quality of life in the neighborhood.
