Fighting Unemployment: The Departmental Council Unveils Its Strategy

There is no doubt that unemployment is one of the key points of any economic and social policy. The 2008-2014 crisis particularly drained the workforce, leaving a heavy legacy.


In any case, in France, the figures are there to prove it: nearly 3.5 million* unemployed people, including 68,670 in the Alpes-Maritimes, with more than 25,000 people receiving the RSA allowance.

Everyone is tackling this problem, each with their own formula… but has anyone found the right one?

The Departmental Council of the Alpes-Maritimes, holding the Employment-Insertion plan, has taken the bull by the horns and implemented an active policy with a dual objective: to promote the integration of job seekers who have lost their jobs in the previous 12 months and to strictly manage the lists of RSA beneficiaries to prevent any abuse

These two aspects are of course complementary and have made it possible, during the period of their application considered (2014), to achieve significant results:

The number of RSA beneficiaries has practically stabilized, with a minimal increase of 0.75% against a national average of +5%, which turns out to be the best performance in the (unofficial) department rankings.

This performance, considering the increase in the number of unemployed, mainly comes from the turnover rate of those registered on the lists. In fact, 50.8% of RSA beneficiaries left the lists less than a year after entering them.

These good figures are the result of in-depth work with numerous partners, primarily with Pรดle Emploi, as well as the municipalities and their social aid structures, and of course, various associations operating in the territory or within the framework of specific worker categories.

Moreover, the controls of RSA beneficiaries are subject to a detailed administrative analysis with a specially dedicated unit. This led to 2,529 deletions being pronounced for irregular status in 2014.

These positive results have whetted the appetite of Eric Ciotti and his team, who want to continue their actions while increasing in strength and have called on co-funding from the European Social Fund (ESF): for the 2015-2017 period, the budget allocated will be 14 million, half of which is financed by this fund.

Two targets will be the focus of a specific project: one concerns the territory in the west of the department (Pays de Lรฉrins, Sophia-Antipolis, and Grasse), the political stronghold of the President of the Departmental Council. The other concerns the category of those over 50 years old, whose challenges are certainly more complex and whose difficulties in accessing employment are greater.
