Following in Italy’s footsteps, the National Assembly gives its first green light to the introduction of a “health pass.”

Italy is anticipating the European certificate by a month, which will be introduced in mid-June. Starting from May 15th, a national green passport will make it possible to travel throughout the peninsula without restrictions.

Its holder must have been vaccinated, have had COVID-19, or present a negative test for the virus. Freedom of movement will be granted to Italians as well as all foreign travelers from the EU. They will no longer be subject to a five-day quarantine upon arrival in the peninsula.


The creation of the โ€œhealth passโ€ is becoming clearer. Law commission deputies have given initial approval for its implementation for access to gatherings of more than 1,000 people.

As part of the review in committee of the bill on managing the exit from the health crisis, parliamentarians have begun to examine a series of measures that should allow for a gradual exit from the state of health emergency without abruptly ending health restrictions.

Among them is the creation of a โ€œhealth pass,โ€ which the government wishes to implement for large gatherings through an amendment.

This follows an announcement made by Emmanuel Macron on April 29th, in an interview with the regional press. It has received approval from the Scientific Council and would complement the health passport required at the European level for travel abroad.

The government plan provides to “condition,” when the time comes, access to establishments, venues, or events gathering more than 1,000 people on the presentation of a negative COVID-19 test result, proof of vaccination, or a certificate attesting to recovery following an infection.

Health Minister Olivier Vรฉran has “effectively excluded any use of a health pass for everyday activities.”
