The member states of the European Union have reached a formal agreement on the creation of health certificates to facilitate the revival of tourism this summer, with the task for European deputies to negotiate the terms next month, according to two diplomatic sources.

The future certificates are meant to allow vaccinated individuals, those who have recovered, or those with negative coronavirus test results to travel more easily within the EU.

The 27 member countries “have emphasized their commitment to having a framework in place in time for the summer of 2021,” a document states.

The European Parliament (EP), which must give its approval for the project to be implemented, is expected to adopt its position on the subject by the end of the month, and discussions between the EP, representatives of member countries, and the Commission are expected to begin in May.

The agreement includes provisions to prevent discrimination against those who cannot or choose not to be vaccinated.
