In his interview with Nice-Matin today (editor’s note: yesterday), Mr. Bessis dares to declare, twice, that between the commercial area of the accompanying real estate program (ARP) adjacent to the stadium “there is no connection, nothing with the Allianz public-private partnership.”

That’s false!

Not only is the construction lease process concerning the ARP not dissociated from the Public-Private Partnership (see Nice City Council resolution of December 17, 2010 No. 7-28, appendix 1).

But moreover, upon reading the construction lease, we learn incidentally in the rent section (page 21 of the lease promise, appendix 4) “Depending on the relevance of establishing a High-Frequency Commercial Surface (HFCS) adjacent to the Accompanying Real Estate Program…” Vinci (the owner at the time) was given the possibility to receive additional rent from its subsidiary.

And the “High-Frequency Commercial Surface adjacent to the ARP” is Ikea, to which the last municipal council has just sold the land adjacent to the ARP.

The text of the construction lease quantifies the additional rent up to 3 million euros per year. After 99 years, even without taking inflation indexing into account, that represents a small fortune…
Let’s hope justice is served to shed full light on this matter!
