The city of Nice recently launched its mobile application “Allรด Mairie” which allows citizens to report all forms of incivilities. This application was created a few months after the Israeli app “Reporty,” which involved filming the incivility in real-time so that the city’s urban supervision center could be connected with the person witnessing the act.
The opposition group “Another Future for Nice” questions the foundations of the new application.
“We are still far from the finish line, we have no intention of running a campaign with Vardon who dictates the rules,” exclaims Patrick Allemand, adding “A security policy that resembles ideas from the RN.”
This is a reference when Philippe Vardon, RN candidate for the 2020 Nice municipality, films migrants near the Vลu church or under the rocks at the foot of the lighthouse near Nice’s port.
Christine Dorejo and Paul Culturello, municipal councilors, are indignant about the charter that each user must sign before using the application on their phone. Patrick Allemand specifically refers to article 4 of the reporting service regulations:
“The user commits, within the framework of using the reporting service:
- not to report an incivility or disorder originating from a private location. In contexts or circumstances likely to infringe on privacy, the user commits not to photograph a person or any element relating to a person that allows for direct or indirect identification.
- not to transmit photos of a personal nature (example: license plate, photos of people).”
Patrick Allemand mentions “Great vigilance regarding the usage,” referring to its “operational nature. We have entered a security logic, controlled denunciation with ‘Allรด Mairie’.”
Paul Culturello, on the other hand, has a different analysis on the technology used in the city. “We already had facial recognition, recently tested here. We must be reasonable and ban facial recognition as the San Francisco city council has done.”
