Housing: A New Weapon, the Solidarity Lease?

In a letter addressed to the President of the Metropolis for the session on April 22, metropolitan councilor Dominique Boy-Mottard (various left) brings back to the table both the issue of housing, a tight market in the Nice region, and the opportunity to implement the Bail Rรฉel Solidaire in our region.


The Bail Rรฉel Solidaire (BRS) is an innovative solution that allows individuals to become homeowners of their primary residence under favorable conditions.
It separates the ownership of the land from that of the buildings. Therefore, the buyer becomes the owner of the buildings, at the cost of construction, but not of the land area on which the housing is built. The land or property remains the property of a Solidarity Land Organization (OFS).

For the use of the land, the buyer pays a low monthly fee to the OFS,
corresponding to a usage right.

This new initiative involves long-term price control, which prevents price surges and ensures the accessibility of the property. Indeed, in the event of a resale, the property can only be sold to someone fulfilling the social housing access conditions and for use as a primary residence.

This resale is also monitored, managed, and facilitated by the Solidarity Land Organization. The Bail Rรฉel Solidaire guarantees the long-term sustainability of social housing.

Given the territorial and financial context related to housing in our region, this initiative represents a boon for the NCA Metropolis. Indeed, many families and an increasing number of working individuals are currently unable to access homeownership.
However, it is evident that there is a lack of ambition and initiative to use this tool within our Metropolis to address the difficulties of our citizens.

Indeed, the Bail Rรฉel Solidaire has been operational since May 2017, Lille launched the first real estate operation in December 2017, followed by other cities and metropolises such as Rennes or Toulouse, for example, and our country had 8 accredited OFS in 2018, while the NCA Metropolis only voted on the idea of developing real estate operations in June 2018.
