On the occasion of her visit to Monaco for the 8th edition of the Blue Monaco Initiative, Ségolène Royal called for an unwavering mobilization for the implementation of the Paris Agreement. Ratifications are gaining momentum: 141 parties have ratified the agreement. Other countries will soon follow suit.

Mobilization in support of the 70 coalitions launched in Paris continues, particularly on the theme of the ocean.

The agreement is now irreversible, and the movement towards its universalization continues.


In Monaco, Ségolène Royal highlighted the outcomes of the actions she led on behalf of France for the ocean as well as in her role as president of COP21.

The creation of the Pelagos headquarters gives her the opportunity to report on the implementation of the Mediterranean Plan she established:

  • Signing of the Monaco Manifesto* for the oceans, to unite all energies in the service of the ocean;

  • Launch of a public consultation on the decree setting the technical characteristics of anti-collision devices with cetaceans in Pelagos. 12 French ships are already equipped, 45 will be by July 1, 2017. The Minister praised the initiative started by Italy for the application of the device to ships under the Italian flag.

  • Launching the first stage of creating a “low ship emissions zone in the Mediterranean.” The study conducted by INERIS with various scientific partners is the necessary prerequisite for establishing such a zone in the Mediterranean, particularly to reduce the sulfur content of marine fuels to 0.1% against 0.5% in 2020, an objective set by the IMO.

  • Support for the creation in France of a United Nations University Institute “Science and Governance of the Ocean and Coasts”. The project is led by the University of Western Brittany. The United Nations University (UNU), an academic structure supported by the United Nations General Assembly and UNESCO, is tasked with developing research actions and training programs in areas of interest to the United Nations, its agencies, and States. Established in 1976 at the initiative of Japan, the United States, and France, the UNU is composed of a network of 13 research institutes and thematic programs spread across 12 countries;

  • Moratorium on hydrocarbon exploration in the Mediterranean, extended to the Atlantic coast of mainland France in the national strategy for the sea and coastline.
