That’s it, Emmanuel Macron officially has an economic program. Macron is the only candidate committed to respecting the European objective of a 3% budget deficit starting from year one. His growth assumptions are reasonable: 1.4% in 2017, and an average of 1.7% over the five-year term.
The former Minister of the Economy plans to implement, if elected, a public investment plan of 50 billion euros and a reduction of 20 billion euros in mandatory levies.
He also commits to reducing public expenditure by 60 billion euros, notably by not replacing 120,000 civil servant positions that are vacated through retirement.

In fact, the plan is based on two pillars: on one side, a public investment plan of 50 billion euros (training, ecological transition, digitization), and on the other, a public expenditure reduction plan of 60 billion euros “moving away from the trimming logic”: 120,000 fewer civil servants (non-replacement without affecting the hospital public service) and reduction of social spending (health insurance and unemployment insurance).
Regarding taxation, two measures are proposed that take into account the national aversion to taxes: a progressive reduction of the corporate tax from 33% to 25% and a single flat rate of 30% on all capital income.
