The Metropolitan Council this Friday, June 29, revolved around seven major themes related to the Nice Cรดte d’Azur Metropolis and its surroundings.

The files discussed included: Housing Development, with the approval of a public/private partnership charter for a constructive framework in support of sustainable social housing, a file presented by Dominique ESTROSI-SASSONE, Metropolitan Council Delegate.

It was agreed that the real estate market should enable the development of a supply that meets all needs, and the Nice Cรดte d’Azur Metropolis wanted to share this challenge with the main construction players. The public/private partnership charter illustrates a common desire to provide a minimum regulation of social real estate market prices. To do this: it establishes a framework for the creation of accessible housing, provides operators with rules that allow them to negotiate land at a price acceptable from the perspective of social diversity, defines exit prices compatible with the current financial context, and offers the necessary tools for a relative regulation of market prices, thus allowing action at the source, namely: land prices.

Alain PHILIP, Metropolitan Council Delegate, addressed the file on urban planning, transport and major works concerning the municipalities of: Nice, La Gaude, Isola, Aspremont, Roquebilliรจre, Falicon, Tour-sur-Tinรฉe, Carros, Eze, Saint-Martin-Vรฉsubie, Vence, Roquette-sur-Var and Cagnes-sur-Mer.
In this respect, the projects for the redevelopment of the Renรฉ Cassin area, the establishment of a summer shuttle between Nice and Cagnes-sur-Mer, tariff integration of incoming departmental lines, public transport service in the Vรฉsubie and Tinรฉe sectors, and renovation of the Moulins district in Nice, were all adopted.

Jean-Marie BOGINI, Metropolitan Council Delegate, had the launch of a public inquiry approved regarding the creation of a link between M 336 and M 2085 concerning the municipality of Cagnes-sur-Mer, for the realization of a half-interchange between M 6202 bis and M 2209 of the municipalities of La Gaude and Saint-Laurent-du-Var. The concession projects for the Saleya and Palais de Justice parking lots in Nice, and the user fees applicable to the public service delegation parking lots of the City, which will apply as of July 1, 2012, were also approved.

Regarding the topic of water, sanitation, and energy, Hervรฉ PAUL, Metropolitan Council Delegate, presented the summary of the status of the works for the year 2011, and had a vote passed to establish a participation fee for the financing of the collective sanitation of the City of Nice, applicable to the owners of new buildings. Additionally, concerning the Plaine du Var, a project for a north/south structuring road extending from Boulevard Maurice Slama to the Combes Sector was approved, as well as the implementation of decentralized cooperation actions in the field of sanitation with the Lebanese cities of Bourj Hammoud and Jdeideh.

In the area of port and maritime activities, Roger ROUX, Metropolitan Council Delegate, had the terms of the amendments to the specifications of the port concessions and sub-concessions allocated to the marina of Cap d’Ail and the Yacht Club International of Saint-Laurent-du-Var approved, concerning their establishment and operation.

On the subject of finance, general administration, and human resources, Philippe PRADAL, Metropolitan Council Delegate, gained approval for the urban communities of Nice Cรดte d’Azur, the Tinรฉe, the Vรฉsubie-Mercantour, and the Mercantour resorts, for the 2011 administrative management accounts, as well as the allocation of the 2011 results to the main budget and annexes (transport, sanitation, water, parking, ports, MIN dโ€™Azur) of the Metropolis.

Finally, Gilbert ANTOMARCHI, Metropolitan Council Delegate, had his urban renewal project for the Moulins district in Nice adopted.
