On the eve of the launch of the “Eco-Vallรฉe Territory Project” consultation, the Pays niรงois Europe-Ecologie-Les Verts Collective denounces the masquerade that constitutes the proposed consultation and calls for the suspension of ongoing development operations.

Since the operation’s launch in 2008, EELV has been demanding a democratic consultation on the OIN Plaine du Var to co-construct a territory project with all stakeholders and citizens. They point out the inconsistencies of the proposal and its timeline, while development operations are underway.

– Define a territory project: FINALLY! But where is the coherence?

What is the logic in the sequence of phases of elaborating the O.I.N.? The development operations unfold in the Plaine without a holistic approach or vision, or in the words of the mission letter from the General Director of the EPA (September 27, 2010), without “a structured and ambitious territory project.”

Three years after the creation of the O.I.N. and despite numerous studies conducted by the E.P.A., we do not have any synthetic documents at the scale of the O.I.N. territory, such as the transport service map, resource and waste management, and also an overall view of potential job creation and the accompanying housing, the scheme of commuting from one hub to another, etc.

Everything is being done backwards! Operations should implement a strategy rather than the reverse, as indicated in the same letter from the State, “incorporate the strategic principles that have been defined and shared by the stakeholders into an operational phase.”

The Pays niรงois EELV Collective denounces a glaring and concerning lack of a global project and demands the suspension of current operations until this project is defined.

The current operation consists of a series of isolated operations, decided by C. Estrosi, all less “sustainable” than the others: from Nice Mรฉridia to the relocation of the M.I.N. to La Baronne, via the Grand Stadium and the 40-meter road, we are going to witness a concrete scar in the most fertile valley of the region.

This does not fit into a global project and does not meet any ecological objectives! It is urgent to suspend these projects to integrate them into a global project that still needs to be defined.

– Define a territory project in a week and by invitation? EELV denounces the imposture.

Should we be reassured by the subject of the consultation proposed by the EPA: “to define a territory project together”? Who are we kidding?

– Together? Can a public consultation decently be organized by invitation when it should address all citizens?

– In one week, through 3 workshops? Is this a reasonable way to construct a project that is designed over 30 years?

– With working documents not shared beforehand? Is this serious?

– Finally, what will be the freedom of speech for participants when Mr. Estrosi declares in the September 16, 2011 edition of 20 minutes that “Constructive proposals may be retained, negative ones will be discarded.”

The Pays niรงois EELV Collective denounces a masquerade of public consultation and demands the organization of real Estates-General of the OIN Plaine du Var.
