Tightening of Tourist Furnished Rental Regulations in Nice

To preserve the interests of the people of Nice and find a tourist and economic balance in the area, the city of Nice is further tightening the regulations on the change of use for tourist-furnished accommodations.

Nice is the second city after Paris in terms of the number of tourist-furnished rental listings, with more than 13,600 across various dedicated online platforms. The initiative named “mixed rental” implemented by the Metropolis and the City of Nice is being extended. It aims to reconcile renting a furnished apartment to a student for 9 months of the year, complemented by a strictly limited tourist rental during the summer period. This allows property owners to contribute to housing students under regulated conditions. Indeed, a minimum occupancy duration by the student tenant and a maximum rent for them must be respected.

Christian Estrosi, Mayor of Nice, announces: โ€œThe resolution adopted today by the City Council provides a balanced solution with concrete and immediate measures, notably: limiting the duration of temporary permits to 1 year. These permits will no longer be tacitly renewable. The owner must apply for them by mail two months before the end of their authorization. In case of proven nuisances, we will not renew these permits. In the face of the housing crisis, there is urgency. As soon as the law is adopted by Parliament, we will implement quotas in the most affected areas of the City, starting from the first housing unit.โ€

A territorial diagnostic study was carried out in April 2024, and its conclusions are unequivocal. The supply of tourist-furnished rentals is constantly increasing. Nearly a third of the renters are professionals who offer their properties for an average of 208 days a year. The most tourist-attractive neighborhoods in the city concentrate 70% of the listings. These neighborhoods show a -7% loss of residents while the City gains. Finally, while half of the population is renting, the offers of furnished rentals are seven to ten times higher than the offers of rental housing for the whole year.
