As soon as we have an inventory of the damage, it will be possible to determine whether a request to the State, for part of our territory, could benefit from the procedure leading to a declaration of a natural disaster.

I thank my services for their effective action under difficult conditions, without any serious injuries to our agents.

Finally, I will submit a deliberation at the community bureau on November 14th so that our territory can benefit from the resources of the solidarity fund established by the State by the law of August 27, 2008, in favor of local authorities and their groups affected by natural disasters, potentially allowing municipalities to be reimbursed for their repair expenses when they are not covered by private insurance (dykes, road infrastructure…)


-THE ASSESSMENT AND FUTURE ACTIONS

-THE WEEKEND’S BAD WEATHER

The system planned by NCA for the bad weather on November 5 and 6, 2011, was activated: reinforced standby with an engineer at the Malraux Traffic Regulation Center in constant contact with all on-call agents.

Significant mobilization of NCA services and those of the municipalities ensured that everything went well overall despite the flooding of the Var river.

In Beaulieu: Saturday, November 5 at 8:00 PM, 50 cm of water on Fernand Dunan Avenue up to the casino Rotunda – Road blocked; Corniche fleurie: 40 people flooded who are still in hotels and will be able to return home early next week after the electricity is restored. The city covered their hotel accommodation; pepper trees fell in Place Arson; road closure on the riverbank access road to Cap 3000 and opposite RD 99, riverbank road CADAM-airport.

THE SEA STORM

Total mobilization of NCA and VDN agents: over 250 people: 160 agents for roads and cleaning (80 on standby who rotated over the two days); 70 employees from private companies (contractors or delegates) were brought in; 80 municipal police officers + 30 national police officers + firefighters who carried out a thousand interventions.

Phenomenon less significant than that of May 4, but waves between 4 and 6m high.

A vigilance unit was formed comprising Benoit Kandel, the risk and prevention service, the DGS, and the President’s office throughout Tuesday, November 8, when the sea storm was at its peak.

COMPLETED AND PLANNED ACTIONS

-1. Interventions demonstrating solidarity without reference to areas of responsibility

Total solidarity on the ground from NCA and the Urban Community municipalities regardless of whether it was a public or private domain.

In Villefranche, the most affected municipality in the urban community, Nice-Côte d’Azur services intervened yesterday morning, following a bailiff’s report of the damages recorded by three restaurateurs, to clear out the damaged rooms and remove debris.

Still in Villefranche, due to damages recorded on the road surface, raised sidewalks, and subsurface issues to be diagnosed, a damage assessment will be carried out, which will be immediately followed by interventions from competent companies.

In Eze and Beaulieu, it was mainly the beaches and water areas that suffered. Nice services will assist in clearing and cleaning the beaches.

Regarding the water areas in these municipalities, the Pelican boat, after authorization from maritime authorities, will return them to normal condition; these municipalities do not manage this maintenance themselves, unlike Nice, which resorts to seasonal contracts ending in September.

For the ports managed by Nice-Côte d’Azur under a public service delegation, today a letter is being sent for a damage assessment to be made and an intervention plan proposed promptly.

-2. The beach restoration: they will be restored identically and better protected.

The replenishment of Nice’s beaches will be completed by the end of April next year. The opening date of these beaches is not to be questioned.

We will also “recharge the beaches” by prioritizing materials from our sites, such as the Sulzer parking lot and the Grand stadium, as a priority.

The groynes intended to counter the sea’s wave effects will all be reviewed.

The one in Cagnes sur Mer will be completely redone at a cost exceeding €200,000.

In Nice, of the 15 operational groynes, five will be fully rebuilt and five others will be reinforced at a cost of around 1 million euros.

-3. For assisting our citizens: the administrative procedures required for compensation and other matters will be detailed and available to our citizens by simply calling “Allo Mairie” – 39 06.
