Jacques VICTOR, General Councilor and President of the Departmental Association of Communist and Republican Elected Officials, has just requested from the Prefect the appointment of a State-nominated Guarantor to associate him with the Strategic and Operational Project of the O.I.N. of the Plaine du Var.
The request is motivated by “the comprehensive vision of the project, which remains opaque to the majority,” while it is imperative “as it presents significant socio-economic stakes or has significant impacts on the environment or land planning.”
Since this is an operation led by the State, concerning a very important area of the lower Var valley, considered decisive by the D.T.A. for balanced planning, the appointment of a State-nominated Guarantor would assure its intention to control the management of this operation, presumed to be of national interest.
For the elected official, “such an initiative would obviously be likely to reassure all those, from local officials to associations and populations, who are anxious about seeing large-scale projects develop without mastering their ins and outs.”
The desired goal is environmental respect, and that this strategic plan be “socially and economically acceptable and fair, and that it preserves natural and cultural resources in the long term.”
