Patrick Allemand, head of the socialist and environmental left list, continues his electoral tour with the presentation of the third thematic component of his program, titled “Better living in social housing”.
To that end, the socialist candidate chose a symbolic location, the esplanade of the Roquebillรจre estate, just above a so-called “hot spot”, the future prayer room that will be managed by a Muslim association (and which, supposedly by the way, displays a level of dilapidation and dirtiness that are not worthy of a city that aims to be internationally recognized for its distinction. How did it get to this point? Who is responsible for this?).
“Nothing better illustrates the relations between tenants and the main social housing landlord, Cรดte Azur Habitat,” said Patrick Allemand.
He continued: “Our proposals attempt to address this feeling of injustice and neglect. They are very concrete small measures, not necessarily very costly, which demonstrate that change is sometimes more a matter of will than means.”
Patrick Allemand starts from an analysis: “Social housing is suffering from two issues: the lack of social housing on one hand and poor management on the other hand. The report of the Interministerial Mission (MILOS) issued in December 2011 pointed out the “discretionary” character, that is to say, marked by favoritism in the allocation of housing; it also highlighted inequalities in the treatment regarding building maintenance.”
The proposal in response to this situation? A contract to better live together that will apply to Cรดte Azur Habitat and be negotiated with other landlords: It will be composed of five orientations and ten commitments.
1 โ Transparent and fluid residential pathways, particularly with the establishment of a transparent open data allocation system and the acceleration of refurbishment procedures to reduce delays
2 โ Better maintenance of buildings and works with very responsive intervention plans and better selection of service providers
3 โ Improving the tenant-landlord relationship with a quality service charter and a maximum response time of 5 days for any problem
4 โ Improving the quality of life with an increased number of better-trained custodians, better use of community premises, and support for tenants’ civic initiatives.
5 โ Adapting housing for the disabled and the elderly with the necessary work being carried out
Finally, as the icing on the cake, Patrick Allemand is considering the sale of the building currently housing the headquarters of Cรดte d’Azur Habitat to relocate it to a place closer to an estate: A way to breathe more invigorating air?
