The transition from the health crisis to the economic crisis, with the latest figures from the DGS and INSEE confirming this shift, highlights the urgency for phase 2 of the deconfinementโwhich will begin next Tuesday with the resumption of commercial activitiesโto be accompanied by recovery measures that supplement and incorporate those emergency measures taken during the confinement.
“The impact on employment and economic activity in Nice, the metropolitan and Maralpin area, has been widely felt. Numerous companies are in survival mode,” is the analysis of Christian Estrosi, Mayor of Nice and President of the Metropolis (and candidate for his own succession).
For Christian Estrosi, not reacting would mean perishing. For him, it is a matter of moving from an *emergency plan* put in place in March at the peak of the health crisis, to a recovery plan.
Indeed, since the situation is serious and requires urgent and substantial intervention, the plan presented suggests a lukewarm policy, when boiling water would be needed. In these cases (figuratively speaking), a shock would be needed to wake the patient from a coma, while there seems to be rather an intention to provide comfort.
As they say in these cases: The Mass is served. Ubi missa, ibi mensa (in commensality).
In any case, this plan, which was announced yesterday in the presence of local economic actors and has been named the *Economic Pact for Employment,* is structured around three major axes: protection, recovery, restructuring. Over the second half of 2020, the pact will be endowed with an additional budget of โฌ3.5M.
The actions will be organized by projects:
Employment-Training: improving the match between job offers and demand by anticipating the needs of companies in terms of skills and new training to be established, and identifying profiles that correspond to their needs.
Industry & Innovation: equity interventions for the capitalization or even the relocation of strategic companies in the territory, especially in the sectors of industry and innovation. A multi-year Plan for the Requalification and Revalorization of our Industrial Zones and Economic Activity Sites to make them more attractive and competitive, particularly in an approach of Territorial Industrial Ecology.
Tourism & Commerce: Support program for tourism SMEs and a call for innovation projects in responsible and sustainable tourism to attract and experiment with new technological solutions within the smart city policy. A business incubator with our partners to train and advise future retailers and managers in launching their business in a crisis context.
