Several industries experienced a significant decrease in recruitment following the health crisis. However, recently, data indicated that recruitment is on the rise again in France.
The BMO survey or Job Demand from Pôle emploi indicates that there are 30,000 more job offers expected in France this year compared to 2019. In total, 2021 counts 2,700,000 recruitment projects planned solely on Pôle emploi.
But it is not only Pôle emploi that indicates an increase in recruitment. The HelloWork barometer, the barometer published by Manpower, as well as the Apec report concerning 2021 employment offerings prospects, are also positive for this year.

The data from the HelloWork barometer
HelloWork is one of the leaders in online job offer publications. It has begun an analysis of recruitment trends in France. According to the HelloWork barometer, the lifting of lockdowns has marked the resumption of most job offers.
It should be noted that the health crisis has led to a considerable drop in recruitment in France. The survey conducted by HelloWork indicates that the recruitment rate continues to fall during lockdowns, varying between -17% and -40% in France.
The increase began in February with a rate of +27%. There was a new drop between March and May. However, now, the volume is evolving positively. According to the HelloWork barometer, most sectors have seen an increase in recruitment, but some are struggling more than others.
The sectors that showed a decrease between 48% and 60% in job offers during the lockdown and only show an increase of 52% to 57% during the reopening are:

– The aerospace industry
– The aerospace sector
– The manufacturing industry

The energy/water sector, on the other hand, experienced a recruitment increase, even during the health crisis, with rates often reaching +24%. Regarding the catering, tourism, and leisure sector, 94% of pre-crisis job offer projects are already back on the market.

For the IT sector, there is no significant change as it was not really affected by the health crisis. The offers and demands remained normal. However, recruitment has evolved considerably in the transport, construction, and logistics sectors.

Figures from the Manpower barometer
Manpower has published a barometer predicting a 7% increase in job offers in France. According to the data from this barometer, the most offers are in the North. In this part of France, a 12% increase has been observed. In the Paris region, however, a -1% decrease is expected.
The Manpower barometer also examined companies’ choices regarding local integration and remote work. After conducting its survey, 53% of companies plan for local reintegration.
Meanwhile, 41% of recruiters plan on a hybrid work model, aiming to find a balance between local and remote work. Only 2% of employers are opting for fully remote work for their employees.
Considering these data, one can say that recruiting companies are optimistic about the evolution of the job market in France.

An increase in recruitment even for executives
Apec or the Association for Executive Employment also conducted a survey on the evolution of recruitment intentions in France. The association surveyed 8,000 companies. The study was conducted between January and March 2021.
The comparison from this study focused on the three consecutive years of 2019, 2020, and 2021. According to Apec, 2020 was a year where the economy and wealth declined.
For this one, an 8.2% decline was observed. This had a significant impact on the job market, especially for executives. Recruitments decreased by -19% compared to 2019. There were about 50,000 fewer recruitments.
In total, 2020 saw only 228,700 executive hires. Despite this decline, there was still a positive development observed in 2020. In addition to traditional recruitments, there were internal executive recruitments. Alongside the 228,700 offers, there were 52,600 internal recruitments.
The evolution continues in 2021, as an increase is expected, although it will not be identical to pre-crisis levels. The survey conducted by Apec indicates there will be about 247,000 executive recruitment projects for 2021.
There is a decrease of -12% when comparing these figures with those of 2019, but there is also a considerable improvement compared to the situation during the health crisis. According to Apec’s analyses, the sectors that will recruit the most are:

– Services
– Construction
– Commerce

In the services sector, executive recruitment is more focused on IT jobs, engineering, R&D, legal activities, consulting, and accounting. The increase in recruitment for executives in these professions varies between 13% and 15% in France compared to 2020.

For the construction sector, a 10% increase was observed compared to the previous year. Apec also listed the sectors struggling to restart after the crisis including:

– Automotive and aerospace
– Hospitality and catering

Although recruitment is picking up, be aware that there are also many job seekers waiting for opportunities. Currently, the number of people registered with Pôle emploi seeking work amounts to 5,716,900.
