The deputies of Alpes-Maritimes, Cรฉdric Roussel, president of the study group “Sport Economy” of the National Assembly, and Franรงois Cormier-Bouligeon, president of the study group “Sport”, have submitted 50 measures to Prime Minister Jean Castex to revive French Sport.
At the origin of this evocatively named initiative, “Save Sport”, is the essential economic recovery of the sports sector which has been heavily impacted by the crisis.
However, the ambition of the initiators is to give sport a central place in our society through the development of school sports, sports in companies, or sport-health programs.
Immediate Recovery Measures
1- Implement a sports voucher to help the most modest families resume sports club memberships in September and integrate sports offers into the “tourism voucher” for summer 2020.
2- Uncap the three taxes allocated to sports funding until 2024 (levy on lottery games, sports betting stakes, and broadcasting rights) to strengthen the budget of the National Sports Agency dedicated to the development of physical and sports activities in the regions: federal sports plans, territorial sports plans, health sports centers, modernization of local facilities, etc.
3- Establish an exceptional tax credit on sports sponsorship expenses to maintain partnerships with private companies.
4- Launch a program for the construction and modernization of local sports facilities.
5- Extend the 1% artistic measure to the field of sports: 1% of the budget of a public real estate project can be dedicated either to the creation of an artistic work or to the construction of a local sports facility.
6- Create new solidarity savings schemes to allow citizens to contribute to the funding of sports.
7- Create a sports patronage charter and appoint a “Bercy” Referent within the Ministry of Sports to support sports stakeholders and financiers in the application of fiscal and social measures affecting them.
8- Increase the Development Fund for Associative Life (FDVA) to support sports associations that have lost an average of 20% of their annual income during the lockdown.
9- Redirect a portion of the funds from the National Sports Agency to provide exceptional aid to high-level athletes in precarious situations.
10- Strengthen financial support for associations using sports to promote commitment, citizenship, and the integration of young people.
