The Semiacs case took a new turn after the publication of the CRC report, which tore apart the management of this municipal company.


Reading this report unfolds a tapestry of behavioral, procedural, and administrative irregularities. Not to mention, a lack of morality in the relationships between its director and some employees, leading to the director’s conviction with a prison sentence.

What can be said, more than a company, Semiacs gives the impression of being a vast feeding trough where everyone took advantage as much as possible. And surprisingly, without anyone noticing anything, both internally and within the bounds of the municipal administration. A rare and surprising case of collective autism, as we have previously defined in an earlier article.

The opportunity is too good to let it pass in silence – thought Patrick Allemand. The socialist elected official made public a letter addressed to the Mayor of Nice, formally requesting a debate as the law requires.

The (stinking) ball is now in Christian Estrosi’s court. It would be wrong to oppose the tactic of the eiderdown that absorbs everything. Experience teaches that one slips more easily on a banana peel than crashes straight into a wall.

Patrick Allemand’s Statement

The Regional Chamber of Accounts (CRC) has published on its website the report concerning its investigations on SEMIACS, which includes particularly serious and worrying observations, already noted by the local press.

However, democratic debate is not limited to press articles. It also includes debate in the deliberative assembly.

In this regard, the report accounts for a correspondence from Mr. VALLERNAUD, President of the CRC PACA, addressed to you as Deputy Mayor. This correspondence, dated August 20, 2015, asks you to bring the report to the attention of the elected representatives by placing it on the agenda of the nearest Assembly. It is, in fact, a legal obligation incumbent upon you under Article L 243-5 of the Financial Jurisdictions Code.

I am surprised to note that during the municipal council meeting on September 18, 2015, the presentation of this CRC report was not included on the agenda even though you were obligated to do so. This is most likely a simple formal oversight, perhaps resulting from the embarrassment caused by the severity of this report.

Therefore, I ask you to kindly comply with the requests of the President of the CRC and the law by urgently convening an extraordinary municipal council aimed at bringing to the attention of each member of the Council the observations of the CRC report and organizing a debate on it.
