On Thursday, many associations raised their voices in front of the Nice town hall. APF France handicap is calling on all solidarity actors for a national mobilization to protest against the consideration of the entire household’s income in the calculation of the AAH (Allowance for Disabled Adults).
The AAH solidarity allowance is designed to provide disabled individuals with a minimum income, with its maximum rate reaching €903.60. It aims to provide a means of subsistence for people with disabilities who cannot work. The protesters gathered in front of the Nice town hall to support deconjugalization, a proposal in which the amount of this aid is calculated based on the beneficiary’s income alone.
Regarding this, Sophie Cluzel, Secretary of State for Persons with Disabilities, considers that “Deconjugalization would challenge our entire socio-fiscal system, based on family, conjugal, and national solidarity.”
To recall, last June 17, the deconjugalization bill was put to a vote in the National Assembly, where the majority voted in favor (121 against 101). This majority was not heard because Sophie Cluzel, Secretary of State for Disabilities, used the “blocked vote” procedure. Through this blocked vote, the government halts the decisions and asks the assembly to vote on only a part of the text under discussion, retaining only the amendments it accepts.
Protesters contest this procedure, seen as a motion of censure contrary to the principles of the Republic.
In August 2021, a report on the rights of disabled persons submitted by the UN highlighted the regression of laws and pointed out the reforms conducted by France. The associations thus lament a precarious situation and a lack of government action.
The bill will be presented again on October 12 before the Senate, and the associations intend to remain mobilized: “The associations will not give up the fight and will return to the streets!”
