INSEE has just published figures on the evolution of the share of social housing in the cities of PACA. Regarding Nice, knowing that 70% of the population is eligible for social housing, we note with anger that the city – the 5th largest city in France – has only 11.80% social housing (as of 1/1/2010).
We can always reassure ourselves by saying that it’s worse elsewhere or that the “determined” policy of the Mayor of Nice and his housing deputy, Ms. Estrosi-Sassone, will correct the situation… but the figures are there! And just as concerning as the 11.80% is the evolution of this figure, which questions the “reality” of the political will to provide housing for all in Nice.
The UMP, whether in the Peyrat or Estrosi version, is still urban segregation in progress. Thus, on 1/1/2004, the share of social housing in Nice was 10.97%, it rose to 11.43% on 1/1/2007 to barely reach 11.80% 3 years later. At this pace (0.87% in 6 years), it will take until nearly 2050 to reach 20% (the current objective set by the SRU law) and 2070-2090 to reach 25%.
Behind the figures lies the scandal of public assets being thrown to the whims of real estate speculation. Like 1 av Clemenceau which belongs to the CHU of Nice and is sold to a private entity. These sales of public assets to private entities are plentiful in Nice and are just as many examples of the lack of political will to tackle the housing crisis.
Ms. Dufflot would be well-advised to legislate to prohibit this type of sale…
