The Congress of Notaries of France is an institution over 120 years old, with the sole purpose of producing an annual reflection of general interest arising from notarial practice, in daily contact with citizens.
This professional event, organized each year in a different metropolis, serves as a link between notaries and public authorities.
It is an opportunity to gauge the pulse of policies concerning justice and access to law, through the intervention of political and economic figures, and the participation of 4,000 professionals and 140 economic and associative actors and partners.
This extensive investigative work is conducted by a team of notaries under the supervision of the Association Congress Notaires de France, led by a president and a general rapporteur, both notaries, and followed by a recognized law professor in their field. Divided into several groups called “commissions,” these notaries freely explore the chosen subject alongside their intensive professional activity.
Each year, the concrete result of this research work is delivered to society in several forms:
- A very substantial publication, approximately 1,000 pages, widely disseminated, which provides an overview of the law applicable to the chosen theme, confronted with the reality of professional practice. This report is considered a wealth of legal information on societal themes.

A series of proposals for the improvement of law and professional practice submitted to the vote of notaries of France, before being relayed to public authorities. It serves as a source of inspiration to improve the rule where it proves insufficient or inappropriate, and proposes pedagogical tools to notaries.
The exhibition of the Congress of Notaries of France hosts more than sixty French associations and foundations working in all fields of general interest.
