Yesterday morning, at the prefectural palace, a 5th shared departmental plan to combat all forms of violence against women was signed by all the stakeholders committed to this cause, namely the prefect, prosecutors, and elected officials with several commitments set for 2020.
It is structured into 5 points:
Access to Justice
Only 14% of domestic violence victims file a complaint. Tools have been put in place for both professionals and victims, but it is now necessary to facilitate entry into the judicial process.
Strengthening Public Action Where Needs Are Greatest
Stakeholders must further identify victims of sexual violence with forms for professionals and improve the consideration of child victims of domestic violence, including in rural areas.
Sexism
Prejudices must be combated, starting from a young age. Schools, colleges, high schools, universities, sports environments; a “zero sexism” action plan is jointly supported by urban policy services and the delegation for women’s rights and equality at the departmental directorate of social cohesion, with concrete objectives.
Prostitution
In accordance with the law of April 13, 2016, combating human trafficking and prostitution are both priorities.
Managing Perpetrators of Domestic Violence
The recidivism rate among perpetrators of domestic violence is too high.
In addition to actions carried out within the framework of crime prevention, it is necessary to:
– ensure the eviction of the domestic violence perpetrator from the home.
– provide individual and group support for perpetrators.
– offer accountability training sessions for perpetrators in both court districts, either as an alternative to prosecution or after a conviction.
