The Association of Mayors of Alpes-Maritimes rejects the school rhythm reform.

The day before yesterday, Christian Estrosi acknowledged the opinion of the educational community opposed to the government’s school rhythm reform. Yesterday it was the turn of the Mayors of the municipalities and Presidents of communities to express themselves in the same direction.

In short, one wonders why the Minister(s) and their experts insist on doing harm to all these people and groups who are clearly against their ideas.

And if, more prosaically, we called it by its real name … Power play (whether rightly or wrongly)?

Because in all these views, unanimously, it smells like uniform thinking, or, if we want to take a bit of height, we could refer to the expression “ubi maior, minor cessat.”

Reflection, action!

The text of the deliberation:

โ€œThe educational community: teachers, parents of students, representatives of municipal staff and associations working in the youth sector, have spoken out against the reform of school rhythms organized by decree nยฐ 2013-77 of January 24, 2013.

Despite the relaxations of decree nยฐ 2014-457 of May 7, 2014, the educational community is still very concerned about the financial and organizational difficulties involved in implementing this reform.

The unions are demanding the suspension or repeal of this reform, which has not been the subject of consultation with teachers and staff. Parents of students believe that an additional half-day will not lead to better learning for children. School doctors are alarmed by the increased fatigue of children who will have to get up an extra day, especially for kindergarten students. Sports and cultural associations are worried that if school is held on Wednesday mornings, kindergarten and primary school students will no longer be able to engage in their activities.

In the face of this widespread rejection, the Mayors of the department’s municipalities met this morning during the 2nd University of Mayors and Community Presidents of Alpes-Maritimes to discuss the subject. The debate revealed the lack of consultation with the concerned parties before the publication of these two decrees, that the interest of the child is not respected, and that sufficient means for implementation are not provided.

The conclusions of the survey by the National Family Allowances Fund and the AMF launched on May 12 among the 24,000 municipalities with a public school, to measure the financial impact and the conditions for taking charge of extracurricular activities, are expected in June. In this context, as requested by the Mayors of the Nice Cรดte d’Azur Metropolis three weeks ago, the Mayors of the Alpes-Maritimes Department, taking into account the opinion of the educational community and the interest of the students, have unanimously decided to soon present to their municipal council a resolution.

This will aim to ask the Prime Minister and the Minister of National Education for the free choice to apply or not this reform for all public schools in their municipality.โ€
