Since the start of Christian Estrosi’s term, 417 places have been created, representing 16 new structures allowing nearly 800 additional children to be accommodated. To date, the municipality offers nearly 1,900 places for about 6,000 children enrolled (noting that approximately 3 children can be accommodated per place).
At the start of the school year in September 2012, the city of Nice had 600 children. Nice aims to eliminate the waiting list by 2014, through the creation of 1,000 places, compared to 1,800 in September 2008.
The city of Nice currently manages 70% of the city’s early childhood accommodation provision, with 23 childcare facilities (multi-reception, children’s gardens, play centers) representing more than 1,400 places.
They are divided as follows: 18 multi-reception centers with a capacity of 30 to 140 places (some multi-reception centers are divided into 2 or 3 units with fewer than 60 places as required by regulations); 4 multi-reception centers of the children’s garden type with a capacity of 25 to 60 places; 1 play center with 20 places.
It also manages the family nursery, the municipal family reception service that includes 150 authorized childminders who can care for up to 3 children in their homes.
This service, which celebrated its 40th anniversary this year, is organized by geographic sector. In each sector, a family nursery branch is established, led by a nursery manager supported by a multidisciplinary team of early childhood professionals (child educator, psychologist, pediatrician) who supervise and support the childminders in their caregiving role.
Additionally managed by the city of Nice are 3 Early Childhood Relays, structures whose professionals are responsible for informing Nice families about the various childcare options in the city and the steps necessary to employ an authorized private childminder or a home caregiver, enrolling children in municipal facilities, and participating in the professional development of childminders or home caregivers by organizing various activities (children’s workshops, themed meetings, etc.).
In 2011 and 2012, the operating budget amounted to more than €29 million.
Early childhood care involves a total of 708 people serving the children, including 561 in municipal facilities and 150 childminders.
Additional to this municipal childcare provision are other collective childcare structures, whether private, associative or mixed city/business, totaling 47 early childhood facilities with 2,773 places.
The city of Nice has 150 childminders in its family nursery who each care for up to 3 children at their homes. In 2012, nearly 602 children have been cared for (regular or occasional care).
The “Les Moussaillons” branch is the 7th in the territory of the city of Nice. It relies on 21 childminders who care for around 60 children on average.
The 6 other family nursery branches are: Gorbella Branch, 48, bd Gorbella, Lou Nidou Branch, 24 avenue Bellevue, Maioun dei Pitchoui Branch, 47, rue Auguste Gal, La Petite Ruche Branch, 4, rue Jules Micel, L’Arbre bleu Branch, 10 avenue Debussy, Les Petites étoiles Branch, 151, bd de la Madeleine.
A municipal compensatory allowance was introduced in September 2008, for families waiting for a place for their child in Early Childhood facilities, so that every parent can fully and calmly live their family and professional life.
The amount of this allowance can reach a maximum of €200 per month, depending on the parents’ income. Since its creation, 656 families have received this aid.
Since October 1, 2012, the city of Nice, the CAF, and the Solutions Petite Enfance association (selected by the National Family Allowance Fund in a call for projects) offer an innovative solution to facilitate the care of the child at home during extended or atypical hours, before and after the nursery (between 6 a.m. and 10 p.m. or between 10 p.m. and 6 a.m. and/or on Sundays and public holidays).
A supportive early childhood policy with support for families in social or parental, professional, and personal difficulty and enhancement of care for young children with disabilities.
The 2nd Childhood and Youth Contract (2010-2013) was signed at the end of 2010.
This is a 4-year development contract signed between the city of Nice and the Alpes-Maritimes Family Allowance Fund. In this contract, the two partners commit to co-financing the creation of early childhood care places.
