A jury, composed of experts, analyzed the policies implemented by various local authorities based on six selection criteria (Practical and daily life, Cultural and educational life, Private and social life, Political and civic life, Professional and economic life, Organization and governance).
Each participating local authority must complete an online questionnaire to highlight the innovations produced and claimed by communal actors. The local authority’s website was also analyzed based on a methodological grid updated annually. After obtaining 3 @s in 2007 and then 4 @s in 2008, the city of Nice reached the highest level in 2009 by achieving the fifth at symbol in its record for the first time.
