We might start with the closing remark by Hervé Cael, President of the Participatory Democracy Charter Commission: “it felt like the César Awards night,” as congratulations, thanks, and citations to members, elected officials, and administrative staff abounded in this assembly of the Advisory Communal Council.

True to its role as a proposition force, the C3 presented 12 out of the 34 projects developed by the various thematic commissions and selected by the Mayor of Nice.

These proposals are currently being implemented or will be.

The most significant of these is already in place: the Participatory Democracy Charter, signed by the Mayor of Nice on July 4, 2016, which acts as a moral pact between the institution’s representative and the citizens and has been sent to all municipal agents.

Present at this meeting and representing the Mayor of Nice, Philippe Pradal was generous in his praise for the work accomplished and its quality: “There is a common thread to all this,” he commented, addressing Vice-President Tahar Salah, “it’s the high concept of citizenship that you have and your willingness to promote it.”


The commission presidents or their replacements, given the numerous absences, explained the objectives of their approach, which led them to formulate proposals and the pride of transitioning from “mere passenger to crew member” as one of the participants aptly put it.

1. Sport-Event Animation (Philippe Manassero)

(i) A hiking trail through the hills of Nice (ii) sports and cultural games for the youth of Nice

2. Accessibility-Health-Disability-Solidarity (Stéphane Schneider)

(i) Project for adapted physical activities for patients undergoing cancer treatment (ii) new signage to better identify healthcare facilities

3. Urban Mobility-Environment (Robert Injey)

Raising awareness of natural and exceptional risks to foster responsibility and mobilization

4. Commerce-Craftsmanship (Christine Beyl)

(i) Discovery routes promoting access to shops (ii) user service projects (last-mile delivery offers)

5. Niçoise Identity-Culture-Art-Traditions (Nicolas Cerami)

(i) Neighborhood memory exhibition (ii) democratic access to culture

6. Family-Parenting (Michel Benoit)

(i) Support for parenting (ii) solidarity and sharing between neighbors

7. Security-Living Well Together (Lucien Semak)

Awareness-raising on proper behavior for children aged 7 to 10

8. Participatory Democracy Charter (Hervé Cael)

Sustaining events for the International Democracy Day on September 15 each year
