For the easing of lockdown, the Government has heavily consulted local elected officials and has put them on the front line for its implementation.
A godsend for Christian Estrosi, the mayor of Nice, an advocate of the central role of territories and, in a way, a theorist of subsidiarity. He already struggles to stay put when he’s not the one taking the lead, so in these situations… you can count on him!
The day before yesterday, the Prime Minister and concerned ministers unveiled the guidelines for phase 2 of the epidemic. Yesterday, during a press briefing, Christian Estrosi outlined his roadmap for public spaces following the previously announced mobility plan and school reopening plan.
Naturally, all the implementations of the easing of lockdown will be carried out while respecting health safety standards (such as social distancing), protective measures, the mandatory wearing of masks (in public spaces as well as in transport), and, case by case, all precautionary measures.
1. Reopening of shops and food markets
โขShops
To support each shopkeeper, a Health Confidence Label will be awarded to shops in Nice that adhere to hygiene and social distancing rules. This label will be based on a Charter and will be overseen by a dedicated Brigade.
โขMarkets
Reopening of food markets on Tuesday, May 12.
Planned reopening of bookstalls on Saturday, May 23, and of the flea market on Monday, May 25.
Non-sedentary markets will remain closed until the start of June.
2. Parks and gardens
Reopening of parks and gardens from Monday morning. However, children’s play areas will be off-limits for health reasons.
For the green corridor, the water mirror will be stopped. Other facilities such as misters and water fountains will be operational.
โขFor seniors:
11 parks across the city (Arson, Banville, Caressa, Square Leclerc and Coulรฉe verte music kiosk, Dorgelรจs, Chambrun, Cimiez Monastery, Villa Massรฉna, Carras, Vรฉrola garden in Saint Isidore) will be reserved for them from 7 a.m. to 12 p.m.
3. On-street parking
On-street parking will be free until June 30 inclusive.
4. Revocation of specific orders
The orders:
-prohibiting access and movement on the south sidewalk of the Promenade des Anglais;
-limiting outdoor activities to the bare minimum, and especially prohibiting excessive jogging from 12 p.m. to 6 p.m.;
-imposing a curfew, and specifically, extended time restrictions in certain neighborhoods on public roads marked by repeated non-compliance with lockdown rules.
The prefectural decree prohibiting access to the port will also be revoked.
5. Cultural and heritage facilities
Museums and libraries will gradually reopen before the end of May.
6. Sports
All municipal sports facilities (pools, gyms, stadiums) will remain closed.
Outdoor sports activities (jogging and cycling, for example) may resume, of course, with the requirement to respect protective measures.
Tennis courts will be open only for matches or training with a maximum of two people, under the control of the clubs and for their licensed members only. Changing rooms and clubhouses will remain closed.
7. Animanice
The ANIMANICE are all being used for leisure centers hosting children not attending school in person.
8. The Conservatory
In addition to online classes, which have been a great success, the Conservatory’s in-person activities will resume on May 18 with: Students preparing for diploma exams, with a maximum of 30 students per day.
No group classes before September (choirs, orchestras, etc.).
For dance, we are awaiting government decisions on dance halls. But if possible to resume: classes limited to 8 students maximum for a 200 mยฒ room with systematic disinfection of floors and bars between each class.
9. Cemeteries
All cemeteries will reopen at normal hours from Monday, May 11. The number of attendees at burial ceremonies will be limited to 20 people, for now.
10. Weddings
Weddings remain postponed, except in urgent cases at the discretion of civil registry officers (e.g., last-minute weddings).
Possibility in the near future to extend the locations of ceremonies, as now permitted by law, outside the town hall.

13. Beaches
Working in collaboration with the Prefecture to begin determining the conditions under which beach reopening would be considered.
14. Ports
In the spirit of gradual easing, I want to continue protecting the people of Nice and the Metropolis residents.
The activity at ports will be limited to leisure boating, for local navigation, originating only from the national territory (excluding Italy and Monaco) and limited to 100 km (from Menton to Lavandou), similar to land travel restrictions.
Cruises remain prohibited.
For ferries: for now, they will remain prohibited at the port of Nice.
