The easing of confinement measures must be evidence-based, gradual, and coordinated among member states, according to a document from the European Commission.

In a roadmap on the governments’ exit strategy, the European executive calls on member states to alert the other EU countries and the Commission itself “in a timely manner” of any easing of confinement measures.

“The lack of coordination regarding the lifting of restriction measures risks having negative consequences for all member states and could cause political tensions,” warns the Commission.

With regard to travel restrictions and border controls within the Schengen area, the European executive advises reopening borders “as soon as the epidemiological situation between neighboring regions [aligns] and social distancing rules are applied widely and seriously.” It also urges neighboring countries to remain in close contact.

The reopening of the Union’s external borders will be part of the second phase of easing measures and must consider the progression of the disease abroad.

The Commission warns that its roadmap does not give the green light for member states to lift restrictive measures but should serve as a guide to achieving that appropriately in the long term.

In its draft document, the European executive recommends that member states lift confinement measures gradually, with a delay of at least one month between each step.

At the same time, measures such as disinfecting public places, limiting the number of people in public transport and stores, organizing smaller classes, or restricting restaurant opening hours should be implemented.

According to the document, the most vulnerable people, notably the elderly, will need to remain confined for longer. People who have contracted the coronavirus or have experienced mild symptoms will need to remain in quarantine.
