The European Commission proposes to create a type of document, which it calls a “digital green certificate,” through which travelers can prove that they have been vaccinated, have tested negative with a PCR or antigen test, or have had COVID-19 but have recovered from it.
This certificate, which still needs to be validated by the European Parliament and the Council of Member States to be in place by the summer holidays, would take the form of a QR code issued digitally or on paper by health authorities. However, it should not prevent countries from imposing any restrictions they wish.
