During the Solutions Copropriétés exhibition, Frédéric Pelou, President of the FNAIM Côte d’Azur, Christian Poirée, President of the UNIS, and Fabien Bernard, President of PACT 06, signed an agreement to launch the SOLIBAIL operation in the Alpes-Maritimes.
SOLIBAIL is a scheme set up and guaranteed by the State, allowing people who have experienced a life accident and who are housed in collective structures to access housing.
The PACT acts as an intermediary and rents an apartment from a private owner (or the agency managing the property). The PACT pays the rent without occupying the apartment. It subleases it for renewable one-year periods to people housed in collective structures. It monitors and supports the family throughout the rental period until they find an apartment independently.
Who are the tenants?
The time when only marginalized individuals were housed in collective structures (hostels, CHRS, etc.) is long gone. The PACT tenants who will live in these homes are people in difficulty after a social rupture: divorce, domestic violence, job loss, long illness, eviction for the sale of their apartment, widowhood, etc.
The fall is very rapid, while reintegration into a normal life is much longer and more difficult. This reintegration necessarily involves autonomous housing.
Property owners wishing to join the SOLIBAIL scheme can obtain significant support if the apartments need refurbishment. PACT 06 studies the technical and funding possibilities based on the application.
