The future line 2 of the tramway: politics & controversy between Allemand vs Estrosi

Latest News

Public meeting this Monday, September 26, 2011, at 6 PM at the Acropolis Palace – 1 Esplanade Kennedy, Nice.

Christian Estrosi wanted to make transportation improvement a priority of his action by providing Nice Cรดte d’Azur with a transportation plan that anticipates and aligns with the mobility needs of the next twenty years.

And to indicate a new objective: “The success of tram line 1 is no longer in question, with more than 90,000 passengers per day, so the next step is the creation of the East-West line, which will relieve the city center of a significant flow of vehicles to considerably improve traffic.”

This project, a true economic development catalyst, will revolutionize public transport on the currently saturated East-West axis while enhancing the quality of life in the neighborhoods it traverses.

So there is much interest in the unveiling of the main lines during the public meeting from which one only needed to read last Saturday’s edition of the local gazette to gain an anticipatory view of the content…

What to say about these privileged relations?

The mayor of Nice, Christian Estrosi, put forward the figure of 10,000 jobs created during the construction of tram line 2.

This statement elicited a response from Patrick Allemand: “Tram line 2 will not create 10,000 jobs. The truth is, a maximum of 475 jobs are actually created annually.”

And Patrick Allemand continues:

“While reading the two-page spread dedicated to major projects in our regional daily’s edition of Tuesday, September 20, I am astonished to see the article claim 10,000 jobs created solely for the construction of tram line 2.

At a time when employment is the hope for so many families affected by the crisis, it is immoral to throw such a figure out to the ‘general public’ during a speech.

In FTE (Full-Time Equivalent), for comparison, the Brest tramway line, for 300 million โ‚ฌ, whose construction represented 2.1 million hours of work on-site, only created between 320 and 600 FTE jobs per year, distributed as follows:
511 FTE in 2009
658 FTE in 2010
330 FTE in 2011
326 FTE in 2012

However, these are not net job creations.

The company already has its permanent jobs. It is generally estimated that the net creation of additional jobs needed for such a project is 30%, that is, following the Brest example, 100 to 220 per year.

Even based on a 700 million โ‚ฌ project and approximately 5 million hours of work, it would represent between 700 and 1400 FTE jobs per year over 4 years, roughly 4000 jobs, which is significant but far from the 10,000 announced.

This represents a net annual creation of between 210 and 475 jobs per year on tram line 2.”

Commentary: Previously, it was said that numbers were accurate by definition. Today, everyone bends them to their convenience. The political circus could not miss the appointment on this subject.

Finally: How many real jobs will be created?

Conclusion: Majority propaganda or a blank shot from the opposition?
