The Metropolitan Office, meeting via videoconference, approved the economic support measures that Christian Estrosi, President of the Metropolis, had announced in recent days.

The Metropolis is also calling on the Government and Parliament to reduce or allow local authorities to exempt economic actors from the enterprise property tax (CFE) and for the banking system to implement a deferment of repayments on consumer loans contracted by households.


Implementation of exceptional measures applicable to public transport on the Lignes d’Azur network during the official confinement period.

A period of free access will be implemented across the entire Lignes d’Azur network for holders of the duly completed travel exemption certificate throughout the official confinement period.

The validity period of annual Lignes d’Azur subscriptions contracted before March 15, 2020, will be extended by the equivalent of the confinement period. People who acquired a monthly subscription between March 1, 2020, and March 15, 2020, will receive a month of free travel on the Lignes d’Azur network. The free travel will remain should the confinement measures be extended by the Government.

Contribution of the Nice Cรดte d’Azur Metropolis to the departmental emergency fund of the Nice Cรดte d’Azur Chamber of Commerce and Industry in support of companies impacted by the coronavirus COVID-19 pandemic.

A financial contribution of one million euros will be granted to the emergency repayable advances fund of the Nice Cรดte d’Azur Chamber of Commerce and Industry to support companies in the metropolitan area affected by the coronavirus COVID-19 pandemic.

Modification of advance payment terms on public contracts.

The Nice Cรดte dโ€™Azur Metropolis will grant an advance of 40% to companies holding a public contract with the Metropolis that request it. This measure can be increased to 100% for contracts necessary for managing the public health emergency period.

Contractual penalties will not be applied to public contract holders when they are, due to the health and economic crisis resulting from the COVID-19 epidemic, unable to execute all or part of an order or contract, particularly when they demonstrate that they did not have sufficient means or that their mobilization would impose an excessively heavy burden on them.

Coverage of professional rents for small businesses in the metropolitan territory economically affected by the coronavirus COVID-19 crisis.

An exceptional financial aid will be granted to freelancers, auto-entrepreneurs, and micro-enterprises with fewer than 5 employees in the metropolitan area to cover all or part of their rent during the administrative closure of all non-essential public venues.

This scheme โ€“ consisting of financial aid that will cover the monthly rent, excluding charges, paid by the company proportionately to the administrative closure period โ€“ will be open to young companies (from 3 months of existence) and companies with fewer than 1 employee, often excluded from other solutions.

Exemption from rents for companies and associations housed by the Nice Cรดte d’Azur Metropolis.

Companies and associations renting from the Nice Cรดte dโ€™Azur Metropolis that have directly experienced an administrative closure will be exempt from rent, excluding charges, for the entirety of the administrative closure period.

As the president of the metropolis had already announced, new measures adapted to this unprecedented crisis will be taken following the crisis:

Support for Niceโ€™s consumption through the organization of festivities, including a large clearance sale enabling merchants to quickly sell stock and obtain cash flow, with the creation of vouchers valid in local shops.

Launch of a targeted communication campaign encouraging “consuming Nice” to promote support for local jobs.

Exemption from public space occupancy fees for terraces and stalls for one month after shops reopen.
