The Mobilization for Employment took place yesterday morning at the IPAG of Nice. The Employment Training Education Commission of the UPE 06 presented the departmental dynamics for employment and professional training in the Alpes-Maritimes.

Partners are needed today for the mobilization and support of actions. The Nice Côte d’Azur Metropolis, Handyjob, ADEF (Aid at Home – Family Jobs), the PLIE (Local Plans for Integration and Employment), Pôle Emploi, UPE 06 (Union for Businesses), the General Council of Alpes-Maritimes, the OPCA (Authorized Joint Collector Organization), businesses, and of course the State, are major players in this initiative. For Georges-Éric Martinaux, Director of Handyjob 06, it’s a “link with the business world, economic players. We must promote the connection between the operator and the business world.”

Several terms describe the programs in action: POE (Operational Preparation for Employment), POEC (Collective Operational Preparation for Employment), DIF (Individual Right to Training), CUI (Unique Integration Contract), CAE (Accompanying Contract in Employment). The OPCA authorized by the State, Unifaf, is responsible for collecting and managing continuing professional training funds for businesses in the private, non-profit healthcare, social, and medico-social sectors.

The big question remains whether job creations have been planned and especially in which sectors. According to Pôle Emploi, some branches are targeted: Passenger transport, security, health with the renewal of AMP (Medico-Psychological Assistants), personal services, actions to diversify women’s career choices (environment), HCR (Hotel-Café-Restaurant). An operation conducted for the opening of stores with a need for 35 people is also progressing well. Collective professionalization and recruitment actions have been initiated.

Partners are conducting these new collective recruitment operations in response to business needs, while promoting the hiring of job seekers in the region. It will be necessary to open the protocol to new OPCA, to take into account modifications to OPCA and OPACIF (Accredited Joint Bodies for Individual Training Leave) fields of competence, and finally to extend the commitment of all protocol partners until the end of the year.

The organization opened up in 2012 on AMP: “It was an unmet need, so we turned to AMP by appealing to businesses, training, and recruitment.” Speaking of training, OPCA PL (Authorized Joint Collector Organization for Liberal Professions).

Some goals for 2013: One of the primary objectives will be to continue the departmental dynamics impetus by partner signatories of the protocol agreement of September 12, 2011, in implementing various management and professional path security actions. But also to strengthen the process in collective recruitment actions in response to identified labor needs, including women and seniors. And also to continue capitalizing on the dissemination of measures for employment and professionalization to prescribers and businesses.
