The missions of the C.C.A.S. of Nice include analyzing social needs.

All actions taken by the city to support the elderly and populations in severe precariousness fall within the responsibility of the C.C.A.S. Collaborative efforts with the municipality enable the implementation of a true local policy for the most disadvantaged and vulnerable individuals.

In these areas, the legislator has tasked the C.C.A.S. with the obligation to conduct an annual Social Needs Analysis (SNA). This year, for the first time, the C.C.A.S. of Nice has committed to a real approach to analyze these needs across the entire municipality, involving all populations and coordinated with the main institutions and social organizations.

The year 2007 will be dedicated to the collection of all data from the municipal territory, creating a social overview (1st phase). The year 2008 will allow for the analysis of the social needs of the population using the collected data (2nd phase). From this analysis will emerge the proposal for action plans (3rd phase).

The major projects of the C.C.A.S. of Nice for 2007-2008

The CCAS is creating and developing various structures. Currently in the pipeline are:

– The Ariane Social Centre

This social center, located in the premises of the city of Nice on Emile Ripert Avenue, will be a place for expression, diversity, and mobilization that will foster social connections. The initiated projects will incorporate a holistic and intergenerational approach. They will be driven by the residents.

The actions conducted there will focus on:

  • solidarity among generations, from young children to the elderly, including families,
  • promotion of citizenship,
  • support for people in difficulty and the fight against all forms of exclusion,
  • support for local actors.

This project, partially funded under the urban renewal project of Ariane, is expected to cost 430,000 euros and construction will start at the end of 2007.

– A center for women victims of violence

Located on Mont-Gros Street, this center will be an extension of the Alberti Social Reintegration Shelter. It will accommodate 17 women (with or without children), victims of violence, facing social, psychological, financial difficulties, or even physical harm.

This individual house, purchased by the city of Nice, will be renovated by Nouveau Logis Azur. It will include nine individual apartments, a communal area, a multipurpose room, a communal laundry room, and a play area for children. A qualified multidisciplinary team will provide 24/7 reception and operation. It is expected to be operational at the beginning of 2008.

The city and its C.C.A.S. have committed to implementing this action, considered by the government as a national priority.

– Rehabilitation of the Day Welcome Center

The Communal Center for Social Action of the city of Nice intends to consolidate the Day Welcome Center and the Service for Assisting the Homeless in the same geographical area. This will be accomplished in the currently under rehabilitation XV Corps block. This project demonstrates the commitment of the city of Nice towards the most needy.

The day center allows people in precarious situations to eat (cold snacks), rest, wash themselves, launder their clothes, be visited by a doctor, and receive care from a nurse. The service for assisting the homeless caters to those in extreme deprivation, provides adapted general information, conducts interviews with a social worker during emergency hours, etc.

These various projects will integrate well into the ongoing actions of the C.C.A.S. of Nice to facilitate access to health services and rights for the populations in difficulty. They justified the Municipal Council’s vote on April 13, 2007, for an additional one million euros for their implementation.

Thus, the C.C.A.S., once again, shows its dynamism and commitment to continually improve the care of the most vulnerable citizens of the city while ensuring the quality of the services provided.
