Nice Premium: Yann Librati, could you tell us more about “the necessary orientation debate”?

Yann Librati: The budgetary orientation debate is a privileged moment of local democracy that allows all elected representatives to express themselves on the upcoming financial orientations of the city. The legislature makes it a SUBSTANTIAL condition for the adoption of the budget, proof that the spirit of the law is clear about this process which ensures the transparency of the use of public funds.

Yet, the first political act of Mr. Estrosi is to confiscate this debate even though it is a legal obligation. For a mayor who advocates for transparency and wishes to embody a new form of governance, this is a bad start; I hope he will quickly move away from his inconsistency or the contempt of values of dialogue!

NP: What are the consequences of the absence of this orientation debate?

Yann Librati: Our group, Change of Era, does not aim to act as jurists; our word is primarily political and it is on this field that we intend to convey our message, as much as we also hold a responsibility: let’s ensure that in Nice the laws of the Republic are not diverted for political strategy.

We sincerely regret the decision of the new Mayor, which we suspect bears a certain illegality. To be consistent with republican principles, we therefore ask the competent authorities to adjudicate on this subject.

NP: What was the tone of this council meeting?

Yann Librati: A council with a very contrasting tone between the mayor’s speech about change and transparency, a speech that aimed to be unifying, and a reality that was sometimes more disappointing, even opposite to the discourse.
We made a multitude of proposals as we do at every deliberation in the interest of the citizens of Nice, but the result was rather mixed.

In fact, regarding proposals that were supposed to be unanimous (I am particularly thinking of my amendment in favor of residential parking, which the citizens of Nice have been waiting for several years), nothing was accepted. However, the first deputy, Mr. Ciotti, was in total agreement on the substance but requested more time, which is understandable. But I was merely asking for a vote to set a date with the citizens of Nice on this issue. Faced with this refusal to commit, I confess my disappointment.
