Social diversity is like the phoenix, everyone talks about it but no one really knows where it stands. The law (SRU) provides for a percentage of social housing of at least 20% (which may become 25% following the provisions by the Minister of Housing, Cรฉcile Duflot), Nice, like almost all the municipalities in the department, is far from achieving this objective (The current situation is estimated at just over 11%). Of course, Christian Estrosi claims to be committed to closing this gap, but are actions really following his words?

What is it about?
Promogim (the name of the promoter of this program) became the owner and will build a new residential building of 2,616 m2 SHON.
According to the PLU of the city of Nice, and its application in this case, land use and occupation conditions are subject to special and very specific conditions: Housing programs from 2,000 to 3,000 m2 must necessarily allocate a minimum of 30% of the SHON to categories of social housing in compliance with social diversity objectives (see article L 123.1.5.16/ terms in annexes 5.2.5 and 5.2.7).
This is the case for Maison Blanche… except that it is a mixed-use program (offices and housing) divided as follows:
Total area 2,616 m2, office area 620 m2, and housing area 1,996 m2
See the trick? For 4 m2 (obviously, a pure coincidence!), the obligation to allocate 30% of the area to social housing will not be pursued.
We clearly see the interest of the real estate developer in seeking solutions to maximize his profit in the operation. We understand much less, much less the behavior of the Town Hall since, in the end, it is the one that issued the building permit.
Did anyone realize that, while legality is respected, morality takes a big hit?
That the ‘hand on heart’ speeches of Christian Estrosi lose credibility when such actions highlight their emptiness?
Patrick Allemand speaks of ‘caught in the act’ to politically sanction the behavior of his ‘enemy.’ We leave the authorship of this expression to him. More simply, one might add that deception is not the best method to govern the city.
