Since the announcement of the national recovery plan, amounting to a total of 100 billion euros, Jean Castex has started a tour of France to sign agreements with the regions, departments (around forty have already signed an agreement), and metropolitan areas, “with the aim of covering almost the entire territory by summer,” specified the head of the government.

Delayed due to contingent reasons, the signing of the recovery plan between the State and the Nice Cรดte d’Azur Metropolis took place yesterday at the Hรดtel de Matignon by Prime Minister Jean Castex and the president of the community, Christian Estrosi.

“With the signing of the Recovery and Ecological Transition Contract, beyond just remedies for these tragedies, you are embedding Nice, the Nice Cรดte d’Azur Metropolis, and the Southern region in the medium and long-term future,” commented a radiant Christian Estrosi, who will thus be able to finance the numerous projects characterizing his strategy.


This 2.5 billion euro Recovery and Ecological Transition Contract, co-financed at 50% by the State, will notably support and create 25,000 jobs, renovate the energy of 4,000 homes, open 150 km of additional bicycle paths, deploy 300 new charging stations for electric vehicles, decarbonize the entire public transportation system, and develop an additional 40 hectares of green spacesโ€ฆ

For Nice’s deputy Cรฉdric Roussel (LREM): “Through the signing of this agreement, the government is making a financial commitment to support the recovery alongside the local actors of Nice and its metropolis. This territorialization of the recovery plan is a real guarantee of efficacy, adaptability, equity, and cohesion. With responsibility and courage, and by rapidly engaging the credits from the recovery plan, we support territorial dynamics.”

Details of the recovery plan

Social and territorial cohesion, security, and resilience: 700 million euros. Economic attractiveness, cultural and tourist outreach: 400 million euros. 140 million euros for: the bicycle plan, the creation of charging stations for vehicles, agricultural policy, energy performance of buildings, electrification of docks and the securing of the Nice Port dikes,

480 million euros for expanding the transport network: line 1 towards the Paillon Valley, line 2 towards Saint-Laurent-du-Var, line 4 towards Cagnes-sur-Mer, cable transport towards La Gaude. 110 million euros for the modernization of the transport network: high-service level buses on Boulevard Gambetta and Nice East, acquisition of tramway carriages, decarbonization of the bus fleet.

40 million euros for: the Cagnes-sur-Mer multimodal exchange hub, the Beaulieu-sur-Mer multimodal exchange hub, the Vence multimodal exchange hub. The Nice โ€“ Saint-Augustin multimodal exchange hub, the Nice โ€“ Saint-Augustin bus station, construction of the park-and-ride facilities. 300 million euros for sanitation: restructuring of the Haliotis treatment complex.

230 million euros for waste management: restructuring of the energy recovery plant, biowaste recovery, collection and transfer centers, construction of the Pont Michel technical center. 150 million euros for greening the City: extension of the Promenade du Paillon, green corridors, the large landscaped park of the Var Plain, greening of schoolyards. Social and Territorial Cohesion, Security, and Resilience: 850 million euros. 94 million euros for Urban Renewal in Ariane, Moulins, Liserons, and Trachel. 200 million euros for constructing a Police Hotel. 9 million euros for redeveloping village centers in the Upper and Mid-Country. 142 million euros for developing the western exit of the Mathis route.

122 million euros for securing infrastructure: securing tunnels, accessibility of the Right Bank to the A8, RM202 bis, and the Paillon. 127.4 million euros for: the intergenerational center in Nice Mรฉridia, accessibility of establishments open to the public, construction of 3 schools, and the swimming pool plan. Economic attractiveness, cultural and tourist outreach: 500 million euros.

120 million euros for cultural outreach: museums and heritage, cultural heritage, renovation of the Opera, roofing of the Thรฉรขtre de Verdure, conversion of the Palais des Expositions into the Palais des Arts et de la Culture, studios of Victorine, Saint-Franรงois Cultural Center, and the communal palace. 280 million euros for: developing Economic Activity Zones, constructing a new National Interest Market, modernizing the Carros Apprenticeship Training Center, and the Exhibition and Convention Center.
