The reason is due to Decree Law No. 223 of 04/07/2006, transformed into an organic law on 04/08/2006, which eliminated a number of tax allowances for residents abroad, effective from 01/01/2006.

Italian trade unions and the “Patronati” (INAS – INCA – ACLI and ITAL) pressured the PRODI government, which was forced to repeal this law on 03/10/2006. However, the Italian Social Security bodies had already launched programs for the November deadlines to recover the undue taxes from 01/01/2006.

The effect was that some retirees did not even receive their November pension. INAS-CISL intervened to find out how this would be resolved, and assurances were given to us regarding the regularization of the situation.
In the December deadline, Italian retirees will recover what was taken from them, along with a return to the October 2006 monthly amount. Of course, in December, they will also receive the 13th month payment.
